STAFF REPORTS <br /> <br /> A. Joint Study Session on Downtown Issues Presentation by Michael <br /> Freedman followed by discussion of Block 2 development scenarios and <br /> design issues, as well as discussion of opportunities to link Downtown, the <br /> train station and Sequoia Station. <br /> <br /> Downtown Manager Moeller stated that over the next few weeks, the Council <br /> would be reviewing the proposed amendment to the Disposition and Development <br /> Agreement (DDA) for the Retail-Cinema Project.
