<br />Marianna Raymond thanked the Council for the environmental "green" efforts that are taking <br />place in Redwood City and the addition of Ms. Beth Ross to City staff. Ms. Raymond said <br />she supports this measure because this pertains to a 14,000 acre property and she believes <br />that a two-thirds vote is the correct way to get people's input. <br /> <br />Lou Covey, with Sustainable Redwood City, believes this proposal will stop many other <br />efforts the Council is engaged in. He opined this is the vote of the minority and he does not <br />think this approach promotes the majority rule. Mr. Covey does not believe residents should <br />sign the petition. <br /> <br />Adrian Brandt said he is disturbed with the public dialogue and he finds it divisive. He <br />opined that the measure merely provides the voter an opportunity to comment on <br />development and he finds it appropriate. He believes this will create better proposals and <br />will ensure that future Councils will have to meet the high standard of a two-thirds vote. <br /> <br />Pat Dixon explained why she is against this particular Charter Amendment. Ms. Dixon said <br />that she has been involved with the Saltworks 50/50 proposal and she supports it. She <br />values the land that Redwood City has available and she believes the development will be <br />done in a cautious way. <br /> <br />Charlene Wright addressed the Council regarding democracy and how she views the <br />elected officials as those representing the people. Ms. Wright trusts the voters and they in <br />turn trust the Council that got elected. <br /> <br />Scott Sammons posed questions regarding the cost of the Charter Amendment and how it <br />will be handled. Mr. Sammons asked how this will impact future development and he asked <br />if there are other jurisdictions that have similar initiatives. Mr. Sammons believes this is a <br />way to stop development. <br /> <br />Rich Panelli, has been a resident for over two decades, and his main concern is the <br />children. He is with Sustainable Redwood City, and said he represents the silent majority. <br />Mr. Panelli asked for a compromise instead of what he considers a group of people trying to <br />enforce their views. He does not believe this is about Saltworks because there is no <br />concrete plan yet. Mr. Panelli trusts the elected officials and his group is about having a <br />voice for multiple issues instead of being limited to one item such as Open Space. <br /> <br />John Nelson expressed his opposition to the idea of a two-thirds vote requirement because <br />he does not find it reasonable growth but a "no growth" proposal. He supports well thought <br />out growth so future generations can continue residing here. Mr. Nelson believes the <br />Council is capable of making informed decisions. Mr. Nelson does not want to have to make <br />a decision on each project and he trusts the Council to make those choices. He opposes <br />"zero growth" because he does not find it reasonable.
