Peggy Bruggman, with time donated by Mary Lee Robinson, commented on what the
measure would and would not accomplish in her opinion. Ms. Bruggman believes that
election costs concerns are not valid because it is not anticipated that there will be many
developments in this particular land designation. Ms. Bruggman stated that the two-thirds
requirement is clearly outlined in all information regarding the initiative. She made
comments about the Cargill site and the plans to develop it.

David Lewis, Executive Director of Save the Bay, with time donated by Matt Leddy, spoke
about the Open Space Vote amendment and he explained that it would cover any
development that is not an allowed use already under the current zoning and general
designation. He named the various organizations that support this measure: Save the Bay,
Friends of Redwood City, Save the Bay, Local Audubon Chapter, Local Sierra Club,
Committee for Green Foothills, Clean Water Action, etc. He shared what he believes are
the benefits of the measure and opined it does not impact current uses.

Aaron Yakligian with Trumark Companies said that he opposes this measure due to impacts
to Docktown and other properties. He explained details about the site and how Trumark
Companies is developing a new vision for the site. He mentioned that if the Charter
Amendment passes the property will stay the same.

Gwenythe J. Souve spoke in support of the Open Space Vote. She opined that currently
there is little open space area. She is hopeful that people will sign the petition and she is
hopeful for some restoration of the tidal marshes. She disapproves of any development in
the salt ponds area.

David Smith made comments about the public process and shared concerns with the cost
of possible elections. He stated that as a resident he would like that multiple issues to be
considered and not just open space.

Ralph Nobles, said that he is a long time resident, and he announced the "opening" of the
signature gathering campaign. Mr. Nobles is one of the founders of "Friends of Redwood
City" and made comments about a meeting that occurred 26 years ago. His goal is to
protect all of Redwood City's residents. He spoke about restoration of the baylands. Mr.
Nobles finds the signature gathering a rewarding activity.

Pete Hughes spoke about elected officials being the voice of the people and he does not
support holding special elections for items like development.

Cherlene Carpentier shared concerns about certain comments made because they might
be inaccurate and set up an adversarial relationship. She believes that the reason for this
measure is DMB & Associates and what she called a "done deal". Ms. Carpentier said she
hopes for a civil debate.

Kevin Leddy make comments about the cost of a possible special election and he asked
what the cost of democracy is. He commented that the cost will be $1.25 per voter and he
left his $1.25 contribution at the podium.

JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD MEETING
MINUTES

APRIL 14, 2008
PAGE 5
