<br />West Point, and other areas be explained to the Council and community in detail. Mr. <br />Yamamoto said that he would come back with answers on the specific questions posed. He <br />provided specific details about the annexation and de-annexation of an area around <br />Canada College. Land swops and donations of lands were also brought up as a concern. <br />The childcare center and the Port were also placed on the table and the unintended <br />consequences of what this could mean. Mayor Foust spoke about the Council's approach <br />to sustainability and how committed the Council is to public process. She also spoke about <br />private meetings and recent calls she got from Mr. David Lewis and Mr. Stephen Knight and <br />how in her opinion this initiative was a surprise. Mayor Foust explained that she had told <br />them that the City wanted to have a City led process regarding Cargill and so it was a <br />surprise when this came to light without any information being given in advance as a <br />courtesy to the Council. She reiterated that she had mentioned in February to Friends of <br />Redwood City that the City wanted to do a City led public participation process that was <br />inclusive and representative. The issue of the November 2004 referendum came up and <br />the Mayor explained how the Council listens to the community and welcomes public input <br />and transparency. <br /> <br />Mayor Foust expected more respect and communication prior to the press conference and <br />the notice to circulate. She was disappointed at the approach and the lack of process and <br />imitative to inform the elected officials. Mayor Foust encouraged everyone to stay tune for <br />more information. <br /> <br />B. Update on the Community Working Group on Bicycle/Pedestrian Issues, and <br />recommended next steps. <br /> <br />Recommendation: <br />1. Conclude the trial period of the Community Working Group on <br />Bicycle/Pedestrian Issues ("Working Group") and acknowledge the Working <br />Group's accomplishments. <br />2. Indicate consensus to the question: Does the City Council find that adding an <br />advisory committee to the City's structure provides benefits to the community <br />and nexus to Council priorities that justify additional staffing efforts and <br />associated costs? <br />3. Provide input on the preferred scope of a new Council-appointed Bicycle and <br />Pedestrian Advisory Committee ("Advisory Committee"), including tasks to <br />address, as well as tasks that fall outside the Advisory Committee's scope. <br />4. Appoint three people (one each Council Member, Working group <br />representative, and staff member) to research and recommend the scope, <br />duties, responsibilities, and bylaws of an Advisory Committee. <br /> <br />Council Member Pierce provided a brief request that the Pilot continue but that next steps <br />be planned. She recognized the members from the Bicycle and Pedestrian Group present <br />and asked them to stand.
