<br />Mr. Blake Lyon and Susan Wheeler, staff liaisons, made themselves available to answer <br />questions. <br /> <br />The Council expressed its appreciation of Council Member's Pierce to this cause. One <br />Council Member asked if having a committee would assist in receiving grants and Ms. <br />Wheeler said that it could assist but the lack thereof might not prevent it. <br /> <br />Public Comment: <br />Billy James shared his excitement at this being before Council. He added that a committee <br />is not about funds only, but about addressing numerous other items, Mr. James thanked <br />staff for the two years of work. He acknowledged the late Gary Bonte and current City staff <br />like Ms. Wheeler and Mr. Lyon. He asked that Council to adopt the fourth recommendation <br />and add an eight week period length for staff to come back. <br /> <br />Mr. Ingram explained that he would like to take the suggestions back to the Planning staff <br />and pose the question that had been posed by Mr. James. He explained that if the contracts <br />will need to be amended this will have to come back to Council. <br /> <br />Adrian Brandt echoed some of the comments from Mr. James. He believes that cyclists <br />and pedestrians play a big role in educating the community and adding value. He made <br />comments about public servants not being aware of cycling and pedestrian issues. <br /> <br />Claire Felong supports an ongoing committee that has ongoing meetings. Ms. Felong <br />spoke about all the cyclists that get on the train but also she shared safety concerns. <br /> <br />Council Member Pierce advocated for a safe community where parents and children can <br />walk and cycle to school. She believes in developing a multi-modal community and she <br />welcomes those who have expertise on a new movement called "complete streets". She <br />would like a conceptual agreement of this proposal and then has staff come back with more <br />infonnation. One Council member would like to hear the specific recommendations from the <br />committee. <br /> <br />MIS Hartnett/Ira to approve staff recommendation #4 excluding the creation of bylaws. The <br />motion includes having staff inquire what other cities are doing. One Council Member also <br />wanted to understand the cost and the benefit of such committees (cost benefit analysis). <br />Motion carries unanimously by roll call vote with all Council Members present. <br />MO- 08-056 <br /> <br />8. MATTERS OF COUNCIL INTEREST <br /> <br />A. Legislation (information only) - This sub-section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 12-2008, 13-2008, and 14-2008. Council may direct staff <br />to act on positions taken by Council.
