08/04/2008 WHEREAS, pursuant to Article XI, Section 3 of the California Constitution, a proposed amendment to a city's charter may be adopted by majority vote of its electors voting on the question. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDWOOD CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1: That pursuant to Article XI of the Constitution and Title 4, Division 2, Chapter 3 of the Government Code and Division, Chapter 3, Article 3 (commencing at section 9255) of the Elections Code of the State of California, there is called and ordered to be held in the City of Redwood City, California, on Tuesday, November 4, 2008, a Special Municipal Election for the purpose of submitting the following two proposed charter amendments: 1. ''The Voter Approval Requirement Regarding Future Development of Cargill Lands, (the Majority Vote Amendment"), Charter Amendment": "Shall a Charter Amendment requiring majority voter approval for future development of the Cargill Lands, consisting of approximately 1,450 acres east of Highway 101 and south of Seaport Boulevard, with exemptions for takings and vested rights, be adopted?" 2. "A City Charter Amendment Requiring Two-Thirds Vote of the City Voters to Change the General Plan Designation or Zoning Ordinance Uses for Certain Lands in the City", (the Two-Thirds Vote Amendment")": "Shall a Charter Amendment requiring two-thirds voter ratification of legislative acts approving certain land uses in areas of the City designated as "Park", "Unimproved Areas (Land or Water)': "Future Development Expanding Limits of Urbanization", "Controlled Waterways (Redwood Shores Area)", or "San Francisco Bay Water" in the General Plan or designated as 'Tidal Plain" or "Redwood Shores Bay Front" in the Zoning Code, with exemptions for housing obligations, takings and vested rights, be adopted?" SECTION 2. The full text of the proposed "Majority Vote Amendment" charter amendment and accompanying map to be submitted to the voters are attached hereto as Exhibit "A-1 and A-2". The full text of the proposed "Two- Thirds Vote Approval" charter amendment and accompanying two maps to be submitted to the voters are attached hereto as Exhibit "B-1, B-2 and B-3". SECTION 3.
