<br />08/04/2008 <br /> <br />prepare impartial analyses of the proposed Charter amendments, showing the <br />effect of the proposed Charter amendments on the existing law and the operation <br />of the proposed Charter amendments. The impartial analyses shall be filed by <br />August 25, 2008. <br /> <br />SECTION 4. Pursuant to Elections Code section 9285(b), the City of <br />Redwood City hereby adopts the provisions of Elections Code section 9285 (a) <br />authorizing and governing rebuttal arguments. All previous resolutions providing <br />for the filing of rebuttal arguments for City measures are repealed. The text of <br />section 9285(a) as hereby adopted is set forth in Exhibit B. Written arguments <br />for and against the proposed Charter amendments shall be filed in accordance <br />with the schedule adopted by the San Mateo County Chief Election Officer. That <br />schedule provides that the last day for primary arguments (300 words) to be <br />submitted is August 15, 2008, and that the last day for rebuttal arguments (250 <br />words) to be submitted is August 25, 2008. Ballot arguments shall be governed <br />by the relevant Elections Code provisions. <br /> <br />SECTION 5. With respect to the Two-Thirds Vote Amendment, the City <br />Council shall submit an argument against the measure and either submit or <br />authorize any other person to submit a rebuttal argument to any argument in <br />favor of the measure, and further authorizes the Mayor and Vice Mayor to draft <br />and submit such arguments. (Elec. Code, 99 9282, 9285.). <br /> <br />SECTION 6. With respect to the Majority Vote Amendment, City Council <br />shall submit an argument in favor of the measure and submit or authorize any <br />other person to submit a rebuttal argument to any argument against the <br />measure, and further authorizes the Mayor and Vice Mayor to draft and submit <br />such arguments. (Elec. Code, 99 9282, 9285.) <br /> <br />SECTION 7. That the ballots to be used at the election shall be in form <br />and content as required by law. <br /> <br />SECTION 8. That in all particulars, not recited in this resolution, the <br />election shall be held and conducted as provided by law for holding municipal <br />elections. <br /> <br />SECTION 9. That notice of the time and place of holding the election is <br />given and the City Clerk is authorized, instructed and directed to give further or <br />additional notice of the election, in time, form and manner as required by law. <br /> <br />SECTION 10. The City Clerk is hereby authorized to do all things <br />necessary and proper to implement the provisions of this Resolution. <br /> <br />SECTION 11.
