It is important to note that progress has already been made with respect to <br />addressing the new RHNA, due to recent general plan and/or zoning amendments, as well <br />as applications for new development that have been processed in the new planning period <br />as outlined above (see Commitment to Housing). <br /> <br />2007-2014 Regional Housing Needs Allocations (based on unit production) <br /> <br /> Above , <br /> Very Low Low Moderate Moderate Total i <br />2007 - 2014 , <br />RHNA 442 300 354 760 1856 ! <br /> <br />New Laws <br />Attached to this report is a summary of new State laws affecting Housing Elements (per <br />State Health & Safety Code). The City's new Housing Element will conform to these <br />additional requirements. Some ofthe more significant requirements include the following: <br /> <br />1) AB1233 (2005) - This law applies when a jurisdiction fails to adopt a housing element <br />in the prior planning period (i.e. 1999-2006) and requires cities to rezone sites within <br />the first year of the new planning period (2007.14) to address any portion of the RHNA <br />for which the jurisdiction failed to identity or make available sites in the prior planning <br />period (1999-2006). In other words, the 1999-2006 RHNA numbers would roll over (be <br />added to) the City's new 2007-14 RHNA. <br /> <br />As previously described (see Commitment to Housing, last paragraph above) the City <br />Council was unable to adopt the 1999-2006 Housing Element. Consequently. the City's <br />current 1999-2006 Housing Element is not certified. <br /> <br />The City's General Plan consultant, Hogle-Ireland, spoke with the City's Housing <br />Element reviewer at HCD who agreed that if Redwood City's 1999-2006 Housing <br />Element identified adequate housing sites, AS 1233 may not apply to Redwood City <br />
