More than adequate sites were already zoned and rezoned during the 1999.2006 <br />planning period to accommodate the total 1999-2006 RHNA; and <br />. It does not makes sense and would be confusing and costly to complete an EIR <br />analysis of the City's outdated 1999-2006 Housing Element while the City is in the <br />process of completing its EIR analysis for the new 2007-14 Housing Element and <br />General Plan update. <br /> <br />Staff, therefore, recommends that we merely demonstrate to HCD that the City had <br />adequate housing site to meet its 1999-2006 RHNA as part of the new 2007-14 <br />Housing Element update process. <br /> <br />2) AB2348 (2004) - This law requires a more detailed inventory of sites to accommodate <br />projected housing needs: <br />. Inventory of land suitable for residential development including vacant and <br />underutilized residentially zoned sites and non-residentially zoned sites suitable <br />for rezoning to residential. <br />. Land Inventory Analysis considering capacity, affordability and suitability analysis <br />for non-vacant sites <br />. Adequate Sites Program <br />. Counting Existing Units towards the Adequate Sites Requirement <br /> <br />3) SB 2 (2008) - This law is relevant to emergency shelters and: <br />. Requires local governments to identify a zonel zones where emergency shelters <br />are allowed as permitted uses without a conditional use permit or other <br />discretionary permit. <br />. Authorizes local governments to satisfy all or part of this requirement by adopting <br />and implementing a multi.jurisdictional agreement <br />. Strengthens the conditions upon which a local government can disapprove or <br />conditionally approve supportive, transitional and emergency shelter housing <br />projects. <br /> <br />Next Steps <br />Staff together with the General Plan consultants will be working to prepare the new <br />Housing Element, including all the required revisions and analysis as required by State law. <br />In addition to this, the City will need to begin to develop implementing policies and <br />programs for the new Housing Element. Discussion of needs has already begun within the <br />HHCC and at various New General Plan "affinity" group meetings and interviews with <br />environmentalists, health officials, developers, neighborhood liaisons and other groups. In <br />many cases, these groups discussed the need for affordable housing and raised other <br />housing challenges, such as proximity of housing to services, transit, infrastructure, and <br />schools. <br />
