Approve, by motion, the recommendation of the Housing and Human Concerns <br />Committee (HHCC) and reallocate $35,000 in unexpended prior year funds to the <br />Police Activities League(PAL) for the Job Development Diversion Program. <br />2. Authorize, by motion, approval of 12 operating agreements with 11 non-profit <br />organizations to allow disbursement of funds. <br /> <br />BACKGROUND <br />Each year the City receives an entitlement of Community Development Block Grant <br />(CDBG) funds from the U.S. Department of Housing and Urban Development. These <br />funds provide intervention and supportive programs to Redwood City citizens which <br />include homeless services, senior and youth programs, job training, economic <br />development assistance, minor home repair and energy conservation programs. CDBG <br />funds are exclusively targeted to low and moderate income residents to meet certain <br />housing, supportive programs, and non-housing community development needs. Over <br />20 programs that meet housing and homeless intervention criteria are currently funded <br />through CDBG. These programs operated by non-profit organizations will collectively <br />provide assistance to approximately 1,500 Redwood City residents who are low income <br />or have special needs. <br /> <br />The City Council approved these programs and activities on April 28,2008 in the 2008- <br />09 Fourth Annual Action Plan (of the City's Five-year Consolidated Plan for 2005-2010), <br />and on May 19, 2008 as an additional amendment to the budget for the 2007-08 Annual <br />Action Plan. <br /> <br />One of the two agreements for Shelter Network, Redwood Family House, is funded <br />jointly from CDBG and the General Fund. This General Fund allocation of $45,000 was <br />approved July 21, 2008, by the City Council in the adoption of the FY 2008-09 City <br />Budget. <br /> <br />The funding agreements included in this report primarily provide homeless intervention <br />and housing services. Capital improvement projects will be brought to Council for <br />approval when the activities are ready to proceed. The specific list of the 11 non-profrt <br />organizations and the amount funded is attached to this report. <br /> <br />One of the activities included that has not been previously approved by Council is an <br />economic development jobs program to be operated by the Redwood City Police <br />Activities League (PAL). On July 22,2008, the Housing & Human Concerns Committee <br />voted 6-0 to recommend to Council that $35,000 in unexpended prior year CDBG funds <br />be reprogrammed and allocated to PAL for the Job Development Diversion Program, a <br />
