It currently has nine local contracts providing service to more than <br />600,000 residential and 50,000 commercial accounts. Norcal is recognized as a <br />recycling innovator providing services to one of the most mature and largest single <br />stream and organics recycling programs in California (i.e., City and County of San <br />Francisco). The company pioneered commercial organics recycling collection service in <br />Northern California and is highly committed to diversion from all service sectors. <br /> <br />Next Steps <br />After approval by all Member Agencies of the SBWMA Selection Committee <br />recommendation to select Norcal to provide Collection Services to Both the North and <br />South Districts, the SBWMA will commence negotiations of the final Franchise <br />Agreements for each Member Agency with Norca!. The negotiations will include both <br />Member Agency and SBWMA staff. The final Franchise Agreements will then be <br />brought before each Member Agency's Councilor Board for approval. In the event any <br />Member Aoencies do. not approve the Selection Committee recommendation to select <br />Norcal to provide Collection Services to Both the North and South Districts. the SBWMA <br />will be required to solicit a new cost proposal from Norcal which mav result in hiaher <br />costs for the Member Aaencies that have committed to the Selection Committee <br />recommendation to select NorcaL <br /> <br />AL TERNA TIVES <br />Should the Council elect not to accept this recommendation staff will need direction on <br />how to proceed as there are numerous options available, several of which are: <br /> <br />1. Renegotiate the proposal from Norcal with a different scope of services; <br /> <br />2. Select a proposal from one of the other firms that submitted proposals; <br /> <br />3. Extend the existing franchise agreement with Allied; or <br /> <br />4. Conduct a new RFP process. <br /> <br />6 <br />
