The projected Allied 2008 <br />collection services compensation can be used as a baseline for comparing the cost proposals <br />from the four firms to provide an estimated averaQe collection services rate impact, exclusive of <br />pass-through costs (e.g., disposal costs, Shoreway facility operating budget, SBWMA budget, <br />debt, etc.).
