It is intended that the analysis would be included in the project Environmental Impact Report (EIR) for <br />the Stanford Univcrsity Development Precise Plan. Stanford has submitted a TDM plan for the proposed campus <br />and has requested that a traffic scenario be analyzed that includes trip reductions resulting from the plan. Also <br />required is an analysis without the TDM plan, for comparative purposes. Finally, the analyses need to <br />incorporate the latest future land use data assumptions under the "existing" (1990) General Plan. <br /> <br />The purpose of the transportation analysis is to estimate the impacts of the TDM program on key offsite <br />intersections and roadway segments in the vicinity of the proj ect site. The tasks to be included in the traffic <br />analysis are: <br /> <br />1. TDM Research. Research will be conducted on TDM measures to determine an appropriate trip reduction <br />estimate for the project's proposed TDM program. Case studies of similar TDM measures provided by <br />sources such as the Urban Land Institute and Transportation Research Board will provide a benchmark for <br />estimating the potential trip reduction of the proposed TDM program. The calculated TDM trip reduction <br />will be provided to Wagstaff and Associates, the City, and Stanford for review. Once agreement is reached <br />on the appropriate reduction percentage, the traffic analysis will procecd. The TDM trip reduction <br />calculation will also be reported for tbe GOP ASS, which is a free transit pass, though this TDM reduction <br />metric would not be used for performing the traffic analysis. It is understood that Stanford may also propose <br />other TDM measures, not included in their plan. These measures will be analyzed for their trip reduction <br />potential but will not be included in the traffic study. <br /> <br />2. Trip Distribution and Assignment. After applying the estimated TDM-related trip reductions, the amount of <br />traffic generated by the project will be imported into the Redwood City travel demand forecasting model. <br /> <br />3. Evaluation of Near-Term Project Conditions pIllS TDM. Level of service calculations will be conducted to <br />estimate the operating levels of the key study locations during the AM and PM peak hours after the <br />completion of the proposcd development. Freeway segments, freeway ramps, and street segments will also <br />be analyzed under Near-Term Project Conditions plus TDM. <br /> <br />4. Evaluation of 2030 Cumulative Conditions plus TDM. Intersection levels of service will be evaluated under <br />cumulative with project conditions plus TDM. Freeway segments, freeway rampSt and street segments will <br />also be analyzed.
