Mr. John Wagstaff
FebruOlY 1 I, 2010
Page 2 of3

5. Description of Impacts and Recommendations. Based on the results of the level of service calculations,
impacts of the site-generated traffic will be identified and described. Recommendations will be formulated
that identify the locations and types of improvements or modifications necessary to mitigate significant
project impacts.

6. Sensitivity Analysis. Once the impacts and mitigations are reviewed by the City and the applicant,
approximately 4 to 5 intersection locations will be identified as trigger points for development. The purpose
of this analysis will be to provide insight on development thresholds for key intersection impacts. These
intersection locations will be approved prior to analyzing the development thresholds.

7. Parking Analysis. A parking analysis will be conducted to detennine the adequacy of parking for the
proposed project. To detennine parking demand for the proposed project, internet research and parking
surveys will be conducted at two office complexes on a Tuesday, Wednesday, and Thursday during peak
office parking demand periods (10:00 am to 2:00 pm). The proposed TDM measures' parking demand
reduction will also be quantified. The analysis will include a quantitative analysis of the parking supply
versus demand for with and without TDM trip reduction.

8. Reports. Our findings and recommendations will be sUlmnarized in an additional scenario to be added to the
circulation chapter of the Environmental Impact Report (EIR). The TDM scenario will include a summary of
the proposed TDM measures, figures, and recommended mitigation measures. Level of service results will
be provided in tabular form. All data and calculations used in the analysis will be provided in the form of
appendices. Following review and comment by you, the final report will be prepared.

9. Response to Comments. This work scope includes up to 35 hours of principal associate time (and a total of
48 person-hours) to respond to comments on the DEIR. This amount of effort could be re-evaluated once the
comments on the DEIR have been received.
