EXHIBIT A <br /> M I G <br /> March 29, 2011 <br /> Ms. Maureen Riordan <br /> Senior Planner <br /> Planning Services <br /> City of Redwood City <br /> 1017 Middlefield Road <br /> Redwood City, California 94063 <br /> RE: REQUEST FOR CONTRACT AMENDMENT NO. 2: STANFORD IN <br /> REDWOOD CITY PRECISE PLAN EIR <br /> Dear Maureen: <br /> By this letter, Wagstaff/MIG requests a second amendment to the September 19, 2008 <br /> Agreement for Environmental Consulting Services (Wagstaff and Associates) for the <br /> Stanford in Redwood City Precise Plan EIR in order to add City - requested additional EIR <br /> scope of work items, described below as additional tasks A through D. <br /> As you know, the intent of this requested amendment is to permit City payment to <br /> Wagstaff/MIG for the additional four tasks. Three of the added tasks, A through C, have <br /> been authorized in increments over time by City staff, already funded by Stanford <br /> University, and already invoiced to the City. As identified below, City staff has located <br /> various proofs of funding from Stanford University for additional tasks A through C. Item <br /> D is a request for additional funds to cover a City staff- requested additional cycle of EIR <br /> review by City staff, outside counsel, and Stanford University before its release for public <br /> review. <br /> In the interest of maintaining uninterrupted progress on this complex project, we have <br /> been concentrating in recent weeks on completion of the public release Draft EIR and <br /> have deliberately refrained from preparing this request until now. <br /> A. Additional Traffic Analysis to Re- establish the Street Grid (Hexagon <br /> Transportation Consultants. Inc.) <br /> The original EIR traffic analysis by Hexagon Transportation Consultants was completed <br /> based on the project description information in the original Stanford University <br /> application to the City (May 16, 2008). The project proposed in that application depicted <br /> continuation of the existing street grid for only Warrington Avenue through the project <br /> development site. Subsequently, at City staff request, Stanford revised the site plan to <br /> add continuation of the street grid for two more streets, Hurlingame Avenue and Barron <br /> Avenue. Hexagon was authorized (via email on March 10, 2009) to revise the traffic <br /> analysis accordingly.
