Two Additional Visual Simulations (Environmental Vision and Wagstaff/MIG) <br /> The original EIR scope included three (3) computer- generated visual simulations by <br /> Environmental Vision, the EIR visual simulation consultant, with EIR analysis and text by <br /> Wagstaff/MIG; this work was completed. Subsequently, City staff authorized an added <br /> scope and budget for Environmental Vision to complete a fourth simulation, from the Bay <br /> Road/Douglas Avenue intersection vantage point ($3,300). After this simulation was <br /> completed, City staff authorized another added scope and budget increment for a fifth <br /> simulation from a more distant vantage point, the intersection of Bay Road/Third <br /> Avenue. That simulation has also been completed ($3,050). For the EIR document, <br /> City staff decided to replace the Bay/Douglas simulation with the Bay/Third simulation <br /> (Le., the EIR includes a total of four simulations). Wagstaff/MIG added a discussion of <br /> the impact implications of the additional, Bay Road/Third Avenue visual simulation to the <br /> EIR. The City received additional funding from Stanford University for both of these <br /> added simulations, one ($3,300) on August 26, 2010, the other ($3,050) on October 26, <br /> 2010. <br /> Additional Fee: $6,350.00 <br /> C. Peer Review of Stanford University Reports (Illins worth & Rodkin and <br /> Wagstaff/MIG) <br /> After the Air Quality and Climate Change EIR chapters had been prepared by <br /> Wagstaff/MIG and reviewed by City staff, Stanford University submitted to the City a <br /> Human Health Risk Assessment and its own greenhouse gas emissions report. City <br /> staff authorized peer review of the two reports by Illingworth & Rodkin, EIR air quality <br /> and climate change consultant. The peer review included a memo of findings from <br /> Illingworth & Rodkin, subsequent discussions between Illingworth & Rodkin and <br /> Stanford, and report revisions by Stanford. Wagstaff /MIG incorporated appropriate <br /> additional findings into the EIR Air Quality and Climate Change chapters. This added <br /> scope and budget item was authorized by City staff via email on December 8, 2010. <br /> The work has been completed. <br /> Additional Fee: $5,190.00 <br /> D. Additional (Fifth) Review Cycle of Draft EIR Based on Incorporation of New <br /> information <br /> After the Screencheck Draft EIR was submitted to City staff in December 2010 (in <br /> preparation for printing the public release Draft EIR), new information was developed for <br /> incorporation into the EIR, including the following: (1) the City retained outside CEQA <br /> counsel to comment on the EIR; (2) new direction was provided from City staff regarding <br /> certain environmental issues pertaining to the project (e.g., emergency water storage <br /> requirements, traffic mitigation details, revised Precise Plan standards); and (3) based <br /> 7:1106721mr,3- 29- 11(10672).doc <br />
