Exhibit "A" ReH September 15, 2008 Ms. Magda Gonzalez Deputy City Manager City of Redwood City 1017 Middlefield Road Redwood City, CA 94063 Dear Ms. Gonzalez, Godbe Research is pleased to again be working with the City of Redwood City (Redwood City) on his City Satisfaction Survey project of Redwood City residents. The attached scope, standard business terms, and project costs shall serve as an agreement for the tasks outlined below. 1. In-person meetings and conference calls as needed with Redwood City to discuss the research objectives for the study, questionnaire design, and related topics. 2. Refining the survey instrument from the 2001 and 2003 surveys to accomplish the goals of the current City Satisfaction Survey process. The survey length is expected to be between 15 and 18-minutes in length on average, based on anticipated additions and reductions. 3. Pre-testing the survey questionnaire. 4. Developing a random digit dial (ROD) sampling design of Redwood City residents. 5. CAT I programming the survey instrument for efficient data collection. 6. Translation of the survey into Spanish for monolingual Spanish speaking residents or bilingual residents that would be more comfortable responding to the survey in Spanish. 7. Conducting telephone interviews with 400 (n=400) Redwood City residents in English and Spanish. The length of each interview is estimated to be approximately 15 to 18-minutes, on average, and costs are valid for up to 10% of all interviews in Spanish. 8. Development and implementation of an Internet version of the survey for the City's web site, as well as emailing approximately 500 residents to take the Internet version of the survey based on City provided email record/addresses. 9. Processing the data collected according to strict quality control standards and holding a topline report meeting with Redwood City just after the survey has finished fielding. 10. Producing a written report of findings, which will include an executive summary, key findings and conclusions, a discussion of the methodology, question-by-question analysis, comparisons to previous survey events and a complete set of crosstabulations. 11. An in-person presentation of findings to Redwood City representatives. Half of the amount of the research & project management fees, as well as all of the project hard costs (random sample, pretest, CATI programming, translation, telephone interviewing etc.) will be due to Godbe Research once the questionnaire has been approved by the City. The remaining amount will be due upon delivery of the written report to Redwood City.
