<br /> <br />Exhibit "A" <br /> <br />ReH <br /> <br />September 15, 2008 <br /> <br />Ms. Magda Gonzalez <br />Deputy City Manager <br />City of Redwood City <br />1017 Middlefield Road <br />Redwood City, CA 94063 <br /> <br />Dear Ms. Gonzalez, <br /> <br />Godbe Research is pleased to again be working with the City of Redwood City (Redwood City) on <br />his City Satisfaction Survey project of Redwood City residents. The attached scope, standard <br />business terms, and project costs shall serve as an agreement for the tasks outlined below. <br /> <br />1. In-person meetings and conference calls as needed with Redwood City to discuss the <br />research objectives for the study, questionnaire design, and related topics. <br />2. Refining the survey instrument from the 2001 and 2003 surveys to accomplish the goals of <br />the current City Satisfaction Survey process. The survey length is expected to be between <br />15 and 18-minutes in length on average, based on anticipated additions and reductions. <br />3. Pre-testing the survey questionnaire. <br />4. Developing a random digit dial (ROD) sampling design of Redwood City residents. <br />5. CAT I programming the survey instrument for efficient data collection. <br />6. Translation of the survey into Spanish for monolingual Spanish speaking residents or <br />bilingual residents that would be more comfortable responding to the survey in Spanish. <br />7. Conducting telephone interviews with 400 (n=400) Redwood City residents in English and <br />Spanish. The length of each interview is estimated to be approximately 15 to 18-minutes, <br />on average, and costs are valid for up to 10% of all interviews in Spanish. <br />8. Development and implementation of an Internet version of the survey for the City's web <br />site, as well as emailing approximately 500 residents to take the Internet version of the <br />survey based on City provided email record/addresses. <br />9. Processing the data collected according to strict quality control standards and holding a <br />topline report meeting with Redwood City just after the survey has finished fielding. <br />10. Producing a written report of findings, which will include an executive summary, key <br />findings and conclusions, a discussion of the methodology, question-by-question analysis, <br />comparisons to previous survey events and a complete set of crosstabulations. <br />11. An in-person presentation of findings to Redwood City representatives. <br /> <br />Half of the amount of the research & project management fees, as well as all of the project hard <br />costs (random sample, pretest, CATI programming, translation, telephone interviewing etc.) will <br />be due to Godbe Research once the questionnaire has been approved by the City. The <br />remaining amount will be due upon delivery of the written report to Redwood City. <br /> <br /> <br />
