<br />EXHIBIT A <br /> <br />City of Redwood City <br />Public Works Services Department <br />Wastewater Management Services Division <br />Professional Services by Oakley Water Strategies, Inc. <br /> <br />Development of Sewer System Management Plan (SSMP) and <br />Regulatory Compliance Assistance <br /> <br />Scope of Services <br />September 10, 2008 <br /> <br />Introduction <br /> <br />Oakley Water Strategies (Oakley Water) compiled an interim, skeleton Sewer System <br />Management Plan (SSMP) for the City of Redwood City (City) by August 31,2008, and <br />the City is in need of a more comprehensive SSMP to fully comply with Regional and <br />State regulatory requirements. Oakley Water will enhance the current SSMP by <br />developing additional language for each of the 11 elements of the documentation. In <br />addition, Oakley Water will assist the City with regulatory compliance for other aspects of <br />the Regional and State sanitary sewer overflow (SSO) regulatory program as issues <br />arise. <br /> <br />Task 1 - Conduct Comprehensive Compliance Evaluation for Current SSMP <br /> <br />Oakley Water will evaluate the existing SSMP in detail for compliance with both Regional <br />Water Board and State Water Board regulatory requirements and for consistency with <br />other Bay Area agencies which have top performing collection systems. Oakley Water <br />will identify the SSMP elements requiring additional effort, in order to facilitate the proper <br />modifications. Based on a preliminary review, Oakley Water has found the status of the <br />City's existing SSMP elements as shown in Table 1 below: <br /> <br />Table 1.
