<br />Task 2 - Conduct Information Gathering Workshop with City Staff <br /> <br />Due to the information needs associated with enhancing the existing SSMP, Oakley <br />Water will meet with City staff to discuss existing programs in more detail, and to collect <br />information and discuss options for how to proceed with various elements of the SSMP. <br />Resources for further information gathering will also be identified. <br /> <br />Task 3 - Compile Information and Write Language to Complete SSMP <br /> <br />The City's SSMP should both comply with regulatory requirements and reflect actual City <br />practices. The Consultant will work with City staff to audit the City's field practices to <br />verify that SSMP documents are consistent with these practices. Each of the following <br />elements will be expanded based on results from the workshop with City staff (Task 2) <br />and other discussions with staff as appropriate: <br /> <br />a. Goals (already substantially complete) <br />b. Organization <br />c. Legal Authority <br />d. Operation and Maintenance Program <br />e. Design and Performance Provisions <br />f. Overflow Emergency Response Plan <br />g. Fats, Oils, and Grease (FOG) Control Program <br />h. System Evaluation and Capacity Assurance Plan <br />i. Monitoring, Measurement, and Program Modifications <br />j. SSMP Audits <br />k. Communications Plan <br /> <br />The final SSMP will be prepared in a tabbed binder format, with eight copies for City staff <br />involved in the SSMP implementation. <br /> <br />Task 4 - Develop Compliance Monitoring Tools <br /> <br />Oakley Water will develop a special binder for documenting regulatory milestones and <br />associated documentation of compliance activities, such as submittal of Regional Water <br />Board forms, and California Integrated Water Quality System (CIWQS) reporting, both for <br />the SSMP and for monthly SSG reports or no-spill certifications, and other requirements. <br /> <br />Task 5 - Assist with City Council Approvals <br /> <br />The City must have its governing body officially approve an SSMP Development Plan <br />and Schedule, as well as the final SSMP, by certain deadlines. Oakley Water will assist <br />the City in making sure these activities occur according to regulatory requirements and <br />are consistent with City protocols. Oakley Water senior project staff will attend City <br />Council meetings as needed to make a presentation, answer questions, and/or provide <br />other support to City staff as desired. <br /> <br />Task 6 - Conduct Communications Regarding SSMP Process and Regulatory <br />Compliance <br /> <br />Oakley Water will attend meetings with City staff as necessary and as budget permits to <br />complete the SSMP.
