RESOLUTION No. 14856 APPROVING ANNUAL ACTION PLAN OF THE <br /> CONSOLIDATED PLAN (2005-2010) AND APPLICATION FOR FEDERAL <br /> ASSISTANCE {COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br /> INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br /> FOLLOWED ITS ADOPTED CITIZEN PARTICIPAT{ON PLAN; AND AUTHORIZING <br /> EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL <br /> YEAR 2008-2009) <br /> Debbi Jones-Thomas presented the report, explaining how this is the fourth year of a <br /> five year plan. Ms. Jones-Thomas provided details about the recommendations. Teri <br /> Chin, Human Services Manager, provided details on the companion report item 7.A. (2). <br /> She stated this item is only for information and for the benefit of the Council and the <br /> community. Staff also introduced the various committee members present in the <br /> audience. <br /> One Council Member requested that in the future it be explained why certain agencies <br /> did not receive funding, or why funding may have been decreased. Council concurred <br /> with this suggestion. <br /> Mayor Foust opened the public hearing. <br /> Public Comment <br /> Amanda Freeman addressed the Council and introduced Michael Garb, Chief <br /> Executive Officer for the Youth and Family Enrichment. Ms. Freeman thanked the <br /> Council for the funds. <br /> Barbara Liedtke, with MIP housing, suggested a discussion about how housing issues <br /> can be addressed. She provided statistical data on the issues. She requested a <br /> brainstorming session to address what she called a "systemic" issue. <br /> Kitty Lopez, with Samaritan House, agreed with the suggestion of having various <br /> agencies come together to find a solution for the current crisis. She thanked the <br /> committee for its hard work and the site visits. <br /> Mayor Foust stated that a housing joint meeting between the Council and the Housing <br /> and Human Concerns Committee will occur in the near future. It is her hope that some <br /> of these issues will be addressed. <br /> Klealy Pineda-Mena, with CORA Emergency Shetter, thanked the Council for the funds. <br /> She stated that this organization is preparing to rebuild and these funds are <br /> appreciated. <br /> Julie Wesoleck, Executive Director for the Sequoia YMCA, thanked the staff and the <br /> committee for their willingness to support this agency. She mentioned some of the <br /> items that the funds are used for. <br /> Bonnie Miller thanked the Council for the allocation of funds to the Salvation Army.
