He explained that the issue might be his proximity to the project site. He left <br /> the County Board of Supervisors Chambers. <br /> Maureen Riordan, Senior Planner, provided details on the project and showed maps <br /> regarding the zoning and location (presentation on file). Ms. Riordan explained the <br /> various actions before Council namely the tax exchange and future annexation. <br /> Mayor Foust opened the public hearing. <br /> Public Comment <br /> Gail Hilstrom, treasurer for the Woodhill Estates Home Owners Association (HOA) <br /> Board, stated she represented 68 residents, and said that while they are not against the <br /> housing project she has issue with the environmental study and mitigated negative <br /> declaration for the project. She opined that these documents are not valid since they <br /> do not seem to address the general plan amendment. She referred to a letter <br /> submitted to the Planning Commission. Ms. Hilstrom requested more environmental <br /> review. <br /> One Council Member asked the speaker to explain what her concerns are. Ms. <br /> Hilstrom responded that she is concerned with what is not known. She would like to <br /> know what will come out of the environmental study and why it has not been done. <br /> Dan Cruey, President of SAMCEDA and representing the Board of Directors, spoke in <br /> support of the project. He explained the benefits of this project to staff, the faculty and <br /> regionally. He stated that SAMCEDA considers this a responsible and needed project <br /> especially because of traffic benefits. He submitted a letter for the record (on file). <br /> Meg Rogers, resident of Woodhill Estates, said she is supportive of this project. She <br /> acknowledged the benefits to the professors and staff. Ms. Rogers said this is an <br /> opportunity to give a hand to somebody else. <br /> Mayor Foust inquired if Ms. Hilstrom had represented Ms. Rogers on her address. Ms. <br /> Rogers said that her viewrs were not represented by Ms. Hilstrom. <br /> Sue Eftekhari, a staff member at Canada College, said she had been waiting to live and <br /> own near her work. She asked that Council approve the resolutions so that it draws <br /> qualified staff that can live in the community. She urged Council to support this project. <br /> Lloyd Clary, lives at Two Woodhill, (representing himself� opined that it is dangerous <br /> that teachers and fireman should be treated differently. He provided some details <br /> about the history around this project.
