EXHIBIT "A"

SCOPE OF WORK

Barton Rubenstein to create a water sculpture, entitled, "Ray of Light." This
sculpture will be installed in front of the new library in Redwood City, CA.

The price, $50,000, includes the design, fabrication, and testing of the artwork at
Rubenstein Studios. The artist is also responsible for specifying all of the details of
the preparation of the site, including being available to answer questions from on-
site personnel and the facility manager. Upon completing the design, Redwood
City will be responsible for preparing the site, and I will be available to answer
questions along the way.

The artwork will be insured by and the responsibility of the artist during transit and
installation and will become the property of Redwood City, CA, upon successful
installation of the artwork. If desired (although not necessary), the artist can be on
site for the installation.

Separate from the cost of the sculpture is the preparation of the sculpture site, the
transportation of the sculpture, and the installation. The artist will be responsible for
arranging for the crating and shipping the sculpture. Rubenstein Studios will let you
know the cost before it ships and you can reimburse this amount then. The
preparation will include digging a centrally located hole in the ground for a 300-
gallon Rubbermaid tank (approx. 5' x 6' x 4' deep). The artist will provide three
small concrete blocks (12" x 12" x 8" H) with stainless steel bolts (no charge) that
will support the sculpture. Also required is bringing one 20 amp (pump, which will
be provided at no charge) and 2-20 amps (lights and heater) of electricity and a
1" diameter water line to the site. The sculpture will need a few men to lift the
sculpture into position. Also, personnel will be needed to lay a rubber tarp over the
graded site, add stones to the site, and other details that will follow.

If the City desires, the artist can come to the installation and spend a day installing the
sculpture and making adjustments to the site as necessary. I will not charge for my time,
only the airplane, hotel (if necessary), and food. At the site, I will be there to supervise
personnel. The costs for transportation, travel, and per diem will be negotiated and
made an amendment to this Agreement.

A plaque, provided by Redwood City, could also be installed at the edge of the
site. This plaque would display the sculpture title, date, and artist.

Most of Rubenstein's artwork is one-of-a-kind, particularly because he enjoys the
challenge of new designs. Although rare, he does reserve the right to create
another artwork that is similar to an existing one (up to an edition of three). As
each sculpture is handcrafted it is virtually impossible to replicate a sculpture, so
your sculpture is and will always remain unique.

Stainless steel is an extremely durable material that is used widely in the world of
public art. With appropriate maintenance and cleaning, the finish of this material
will remain brilliant for many decades. Warranty of the artwork is for two years,
including welding and general craftsmanship of the artwork This warranty does not
include if there is damage from the weather or If atmospheric irons land on the
sculpture and create a localized rust spot (which, incidentally is easy to remove

ATTYJAGR/2008.075
