<br />Mayor Foust opened the public hearing. She acknowledged receipt of a <br />communication by Ms. Christina Lai. <br /> <br />Mr. Chris Wuthman, said he is in the real estate community and did <br />participate in the meeting in early March but had not kept up with hearings. <br />He stated people would be willing to pay more for sustainability, and his <br />comment is one of. He gave an example of a plumbing contractor doing dual <br />plumbing and how the CA plumbing Code does not permit dual plumbing. He <br />states requested clarification prior to the second reading of the ordinance. <br /> <br />Mayor Foust deferred to Mr. Millan to provide clarity on this issue. <br /> <br />Mr. Mark Millan, Public Information Specialist, provided some details about a <br />task force having dealt with that issue, and he would clarify whether the two <br />codes are in synch. <br />M/S Ira/Howard to close the public hearing. Motion carried by unanimous voice <br />vote. <br /> <br />One Council Member posed questions about residential use in the water use area, <br />apartments and condominiums and the compliance issues for new apartments and <br />condominiums versus new and remodeled multi-family housing. This Council person <br />asked if there would be incentives to phase-in people or areas still outside the <br />project scope. <br /> <br />Mr. Ezell explained the nature of compliance and maintenance of the dual plumbing <br />system for apartments and condominiums where there is an association or other <br />body in charge of these things. He stated that single family homes are using the <br />recycled water for their yards and that further incentives could be discussed for <br />phasing into the project, but the current incentive was the 25% discount for recycled <br />water. <br /> <br />Council asked if Redwood City was using above and beyond their water assurances, <br />just prior to the recycling efforts, or if they were still over the top. Mr. Ezell stated <br />they were okay in '06 and '07 but now again are exceeding the contracted amounts. <br />Council was sorry to hear this and stated that obviously the word still needed to get <br />out regarding unnecessary water uses. Council wanted clarification on the issue <br />brought forth by the speaker and City Attorney Yamamoto stated there would be <br />clarification by Council before the second reading. One Council Member stated that <br />careful consideration was made over current conditions, and that some of the <br />language is overall vague, making room for changes in the future. Council <br />commended staff and the utilities committee. <br /> <br />M/S Pierce/Aguirre to introduce the ordinance.
