Deny the appeal by the Linden Street Neighborhood Group of the Zoning <br />Administrator's decision to grant the Use Permit, Architectural Permit and Sign <br />Permit for Goodwill Industries. <br /> <br />2. Rescind the Zoning Administrator's approval of the Use Permit, Architectural <br />Permit, and Sign Permit based on Goodwill's abandonment of the approved <br />project. <br /> <br />BACKGROUND <br />On May 7, 2008, the Zoning Administrator held a public hearing to consider the request <br />for a Use Permit by Goodwill Industries to occupy a site at 2424 EI Camino Real (see <br />Attachment 1), and many neighbors expressed concerns. Consequently, two separate <br />neighborhood meetings were held on June 26, 2008 and August 5, 2008 to discuss the <br />proposed use. <br /> <br />Following the neighborhood outreach, City staff provided expanded noticing and the <br />Zoning Administrator held a second public hearing on August 13, 2008, to consider the <br />proposed use. Major topics for discussion included: <br /> <br />a. increased traffic onto Linden Street and narrow configuration of Linden Street; <br />b. truck deliveries <br />c. concentration of thrift stores (adjacent to Saint Vincent de Paul's) <br />d. noise concerns <br />e. site circulation <br />f. illegal dumping <br />g. parking <br />h. site security <br />i. general land use compatibility <br /> <br />During the public comment period the Linden Street Neighborhood Group provided a <br />petition citing the concerns of a larger contingency of neighborhood residents that chose <br />not to attend the public hearing or speak at the public hearing. <br /> <br />After careful consideration of aU the issues presented at both public hearings, of the <br />information provided in the administrative record, and based on the analysis of the <br />project by various City staff members the Zoning Administrator approved the land use <br />based on specific findings and conditions of approval responsive to the compatibility <br />concerns cited by the neighbors. Given the concern surrounding the proposed land use <br />the Zoning Administrator found it appropriate to include a number of conditions that <br />
