<br />6.3A <br />Page 18 <br /> <br />sufficient funds to complete the projects to be carried out by the other <br />Participating Water Entities. <br /> <br />d. BACWA demonstrates that the Participating Water Entities, including Project <br />Sponsor, have complied with all applicable requirements of the California <br />Environmental Quality Act and the National Environmental Policy Act by <br />submitting copies of any required environmental documents, including <br />environmental impact reports, environmental impact statements, negative <br />declarations, mitigation agreements, and environmental pennits as may be <br />required prior to beginning construction and/or implementation of the projects <br />to be carried out by the Participating Water Entities, including Project <br />Sponsor's Project. <br /> <br />e. For the term of the State Agreement, BACW A submits timely periodic <br />progress reports and Post Performance Reports as referenced in Paragraphs <br />24-29. <br /> <br />32. CONDITIONS FOR DISBURSEMENT: Prior to disbursement of State Grant <br />funds by BACW A to Project Sponsor, Project Sponsor shall submit to BACW A: <br /> <br />a. Final plans and specifications certified by a California Registered Civil <br />Engineer as to compliance with the approved Project as defined in Paragraph <br />17. <br /> <br />b. A written statement that all necessary permits, easements, rights-of-way, and <br />approvals as may be required by other State, federal and/or local agencies, as <br />specified in Paragraph 49, have been obtained. <br /> <br />33. SUBMISSION OF INVOICES: Prior to the submittal of any reimbursement <br />requests by BACW A to DWR, Project Sponsor shall provide to BACW A an <br />invoice for costs incurred with respect to Project. Invoices submitted by Project <br />Sponsor shall include the following information: <br /> <br />a. Costs incurred for work performed in implementing Project or Project <br />contracts during the period identified in the particular invoice. <br /> <br />b. Costs incurred for any interests in real property (land or easements) that have <br />been necessarily acquired for Project during the period identified in the <br />particular invoice for the construction, operation, or maintenance of Project. <br /> <br />c. All appropriate receipts and reports for costs incurred <br /> <br />d. Invoices shall meet the following format requirements: <br /> <br />i.
