The City, not the Port, is responsible for updating /amending the Joint <br />NDFE to include all new nondisposal facilities ofthis size. The site's General Plan designation is <br />Heavy Industrial and the Zoning designation is General Industrial (GI). <br /> <br />On September 26, 2008, the San Mateo County Environmental Health Department notified the <br />California Integrated Waste Management Board (CIWMB) and Ferma Corporation of Ferma's <br />approved notification packages for small volume: 1) Construction and Demolition/Inert (CDI) <br />Debris (24 tons/day); and 2) Wood Debris (199tons/day) recycling facilities (documents provided <br />at the City Clerk's Office). Small volume facilities/ operations are approved by San Mateo <br />County Environmental Health Department. <br /> <br />Staff now requests that the City Council adopt a resolution amending the Joint NDFE. consistent <br />with state law, so that it includes Ferma Corporation proposed medium volume CDI and wood <br />debris recycling facilities. If Council approves the Joint NDFE amendment, Ferma will seek a <br />new approval from the Port and San Mateo County Health Department to increase their capacity <br />from a small to a medium sized facility. It is the Port's responsibility to determine the appropriate <br />review process and California Environmental Quality Act (CEOA) determination. <br /> <br />ALTERNATIVE <br />00 not authorize an amendment to the Joint NDFE and direct staff instead to submit an <br />independently prepared NDFE per California Public Resources Code Section 41730. <br /> <br />FISCAL IMPACT <br />None.
