We have prepared a scope of work to conduct an Existing <br />Conditions Assessment, which is primarily a coastal engineering assessment of the levees, <br />and a Geotechnical Conditions Summary which will establish baseline conditions for <br />developing a levee Certification Work Plan in subsequent phases. A detailed scope of work is <br />provided below and a fee estimate Is attached. <br /> <br />BACKGROUND <br /> <br />We understand that FEMA has undertaken a Flood Map Modernization program and has <br />issued prelim inary Aood Insurance Rate M aps for the Redwood Shores Penins ula. The low <br />points of the levees at the Area H and South Bay System Authority parcels, and in the vicinity <br />of San Carlos Ai rport have caused FEM A to designate the peninsula as a Speci al Flood <br />Hazard Area. The City recognizes that the impact of the new designation. however temporary <br />it may be, is significant for the local community. <br /> <br />Our approach is based on the finding that the City has a time extension up to 2010 to <br />demonstrate that the levees meet or exceed FEMA's minimum levee standards. With this in <br />mind, we recommend a 2-part scope of work, where we complete an assessment of existing <br />levee crest elevations and geotechnical conditions at the pre sent time (subject of this <br />proposal), and Engineering Analyses in the future which will support the Levee Certification <br />process. <br /> <br />SCOPE OF WORK <br /> <br />TASK 1: exiSTING CONDlnON ASSESSMENT <br /> <br />This task includes an assessment of existing levee crest elevations and a prelim inary <br />identification of deficiencies, in terms of elevation as compared to FEMA criteria, based on <br />coastal engineering calculations. It will document the crest elevation of the levee, and <br />conditions based on visual observations, by segment. We envision the following detailed <br />scope of work. <br />
