7A
Page 3

For the latter two projects, environmental impacts and cost were major factors not
consistent with the Study Goals. Only Category 2 and Category 3 projects will carry
forward as potentially viable projects. Therefore only the Smart Corridor Initiative and
the Bayfront Expressway/Marsh Road f1yover will be further developed.

The project in these two categories with the most direct potential benefit for Redwood
City is the possible construction of a direct flyover connection between Bayfront
Expressway/Marsh Road and the Highway 101 north of Marsh Road, in Category 3 -
Additional Engineering Analysis: The potential location of flyover connections to and
from Highway 101 north of Marsh Road could impact properties and local street
connections along Haven Avenue and Rolison Road. The additional engineering
analysis of this alternative to be performed in Phase 2 studies will provide the
information needed to recommend whether to further develop this project concept.

ALTERNATIVES
Council can direct staff to work with C/CAG staff on any particular component of the
study that warrant additional attention and cause the final report to be reissued.

FISCAL IMPACT
There is not fiscal impact to Redwood City due to the finalization of this report. Future
impacts will involve the investment of staff resources to support future studies. The
magnitude of that impact cannot be determined at this time.

_/--7 r
,/ ;-/iL'--- \ I ;L..
".-. .~
" j".. I "
, .
