The conclusion of the Final Report presents the
Categorization Results table, which places viable projects into one of five categories:

CateQorv 1
Referral to other agency with more appropriate jurisdiction for consideration (e.g.,
Caltrans, County Transportation Authority (TA), transit agency, or a City).

Cateqory 2
Project Development: projects with clear benefits, general support, and high probability
of funding.

Cate90f)' 3
Phase 2 StudylWork: project concepts merit further development and should be studied
as part of Phase 2.

CateQorv 4
Merits future study; lower priority than Category 3: no projects placed in this category.

Category 5
Not consistent with the goals established for the Study: no further consideration.

The potential improvement projects most relevant to Redwood City were categorized as
follows:
. Extend Bayfront Expressway to Woodside Road: Category 1 - Refer to Redwood
City, Menlo Park, and/or San Mateo County Transportation Authority.

. Install Smart Corridor Initiative related traffic signal interconnect/communications
infrastructure; install trailblazers and/or arterial changeable message signs to
provide route guidance information; and Incident Management and Traveler
Information Plan for the 101 Corridor in Redwood City: Category 2 - Project
development.

. Construct direct flyover connection between Bayfront Expressway/Marsh Road and
Highway 101 north of Marsh Road: Category 3 - Recommend further study to
develop concepts further.

. Widen 101 Freeway to 10 lanes plus auxiliary lanes from Whipple Avenue to
County's southern border: Category 5.

. Build elevated lanes above Highway 101 from Woodside Road to Route 85/101
northern interchange: Category 5.
