<br />Housing & Economic Development Manager, Pat Webb, gave an overview of the housing <br />accomplishments and future plans. Council asked if there had been movement on the <br />Bradford project and acquiring the Kaiser lot, and were given updates on this, and Council <br />offered support in this effort. Vice Mayor Howard proposed adding other income levels for <br />the downtown plan, which would include the elderly and their varied income brackets. <br />Comments were made on further downtown enhancement, the arts and the use of buildings <br />in that area being renovated in further linking the community to the downtown area. <br /> <br />Council took a 10-minute break at 9:00 p.m. and the meeting resumed at 9:10 p.m. <br /> <br />3. Capital Improvement Program <br /> <br />Supervising Civil Engineer, Peter Vorametsanti covered the Capital Improvement Program <br />in follow-up of the first study session. He presented the findings (on file) based on <br />Council's prior questions and explained project criteria needed in order to be included in the <br />Capital Improvement Project. Council asked about IT server replacements and hoped that <br />energy-efficient replacements were being looked at. <br /> <br />4. Water Enterprise Fund <br /> <br />Public Works Water Superintendent, Justin Ezell, presented a slide show for the proposed <br />operating budget for Public Works 2008-09 as well as the objectives and accomplishments. <br /> <br />Council asked questions and received an update on the pipe refitting in various areas, <br />voluntary and otherwise, residential and commercial. <br /> <br />5. Sewer Enterprise Fund <br /> <br />Public Works Superintendent, Marilyn Harang, went over the slides in an overview of the <br />Sewer Enterprise fund, allocations, accomplishments and goals. Community Development <br />Department Director, Chu Chang, gave further information on issues pertaining to <br />Woodside and South Bayside System Authority treatment plant. Sewer disruption and <br />funds for this were also discussed along with mutual aid agreements. <br /> <br />8. MATTERS OF COUNCIL INTEREST <br /> <br />A. Legislation (information only) - This sub-section involves possible discussion of <br />City Position on Proposed Legislation described in the League of California Cities <br />Priority Focus Bulletin No. 23-2008. Council may direct staff to act on positions <br />taken by Council. (Copies of League of California Cities Priority Focus available in <br />City Clerk's Department). <br /> <br />B. Ongoing Matters <br /> <br />1.
