Vice Mayor Howard thanked Public Works Staff and the Utilities Committee for their work. <br /> Council spoke on the rationale for cars in the area, and asked for clarification on how the <br /> new process would work better. Ms. Harang gave an overview of the process for <br /> abandoned cars, and also deferred to the Police Department. <br /> Council posed questions about cleaning hours in other areas, and various neighborhood <br /> impacts. Ms. Harang stated there would be times when the operator would have to leave <br /> an area to go complete another area, at a more suitable time, in order to achieve all <br /> schedules in a day. Council expressed concern regarding ordinances and their lack of <br /> enforcement and asked Public Works to be aware of .the language barriers in certain <br /> neighborhoods and make sure they are clearly informing everyone involved. Staff said the <br /> language barrier would be addressed. <br /> Public Comment <br /> Maria Cardenas concurred with concerns regarding neighborhoods with cars parking for <br /> prolonged periods and street cleaning concerns. She stressed problems they were having <br /> with the split of responsibility between the City and County. <br /> Todd Hochstatter acknowledged getting a letter, but it was an English-only letter, and <br /> stressed the importance of multilingual even notice beyond Spanish. He has noted the <br /> accumulation of liter on the streets and curbs, and has written letters to this end. <br /> Mayor Foust thanked the speakers and asked for a motion to close the public hearing. <br /> M/S Ira/Aguirre to close the public hearing. Motion carries by unanimous voice vote. <br /> Council supported the plan but stressed concerns over the visual component of signage, <br /> shifting of cars back and forth and the impact on surrounding streets and the hours of street <br /> cleaning operations. Council would like consideration of the 9am-12pm cleaning window. <br /> Council was appreciative for the work done in trying to meet the street cleaning needs while <br /> also being mindful of residents' concerns in the area. Council looked forward to hearing <br /> back on the findings after the pilot. <br /> M/S Aguirre/Ira to approve Agenda Item 7A. <br /> Mayor Foust asked the maker of the motion to include that the Ordinance should refer to <br /> article VII and not VI and then she withdrew the request since she had been given incorrect <br /> information. <br /> City Manager Peter Ingram asked Ms. Harang to read the changes to the recommendation <br /> on Marshall Street, they were: <br /> "Authorize start of Pilot Street Cleaning Project implementing new ordinance provisions to <br /> sign-post and enforce parking restrictions once each month <br /> .
