Minute Order 08-111 <br /> 2. Authorize Implementation of a Pilot Street Cleaning Program with Restricted <br /> Parking, Signage and Enforcement Specific to Street Segments: <br /> a. Within City jurisdiction — Douglas Avenue from Spring Street to Middlefield <br /> Road between the hours of 7:00 am and 12:00 noon on the last Friday of <br /> each month, holidays are excepted. <br /> b. On Marshall Street from Chestnut Street to Maple Street between the hours <br /> of 7:00 a.m. and 12:00 noon on the last Friday of each month, holidays <br /> excepted. (703) Minute Order 08-112 <br /> ORDINANCE AMENDING SECTION 20.93 TO ARTICLE VII OF CHAPTER 20 OF THE <br /> MUNICIPAL CODE OF THE CITY OF REDWOOD CITY PROHIBITING PARKING ON <br /> PUBLIC STREETS DURING SPECIFIED HOURS FOR STREET SWEEPING PURPOSES <br /> (Introduction/first reading June 9, 2008) <br /> Marilyn Harang, Public Works Superintendent, shared a slide presentation (on file). She <br /> explained the proposed schedule for parking and street cleaning. Her presentation included <br /> photo examples of the areas of concern. Ms. Harang confirmed that the public was notified <br /> about this meeting. <br /> Council asked for background on the various requests received on Douglas, and stressed <br /> the concerns of areas in the commercial district. <br /> Ms. Harang stated there were budget cuts in 2002, to which they lost an operator, and had <br /> to reconfigure the route schedule throughout the City. In calculating what needed to be <br /> done, they came to the conclusion that they needed longer (as opposed to more) days, so <br /> they began a longer 4-day schedule. She gave an overview of their protocol for dealing with <br /> regular and pilot street cleaning schedules, including trouble-shooting problems for each. <br /> Council noted the San Francisco Bay Regional Water Quality Board had expressed an <br /> interest in the street cleaning plan and asked if this was due to pollution concerns regarding <br /> debris and rain runoff into the bay, and were told this was correct. Ms. Harang stated <br /> Council was also correct in their understanding that fine ramp ups were meant as a <br /> deterrent against pollution. She stated they were targeting streets where there had been <br /> prior difficulty getting to the curbs and gutters and would be putting out extra 48-hour <br /> notices in these problem areas. <br /> Council asked how long the County program had existed on Douglas Avenue and Ms. <br /> Harang offered to look into it. Because of the number of cars on Douglas Avenue, Council <br /> asked if neighboring areas were forewarned regarding the overflow parking from a vacated <br /> Douglas.
