<br /> <br />6.1C <br />Page 1 <br /> <br />November 24,2008 <br /> <br />SUBJECT <br />Sole Source Professional Services Agreement for Preventative Maintenance and Repair <br />of Pumps and Motors - Sanitary Sewer System ITT Flygt Submersible Pumps <br /> <br />RECOMMENDATION <br />Authorize by motion sole source Agreement with ITT Industries of Fairfield, CA for <br />$89,418.76 for preventative maintenance and repair services of various sized ITT Flygt <br />submersible sewage pumps. <br /> <br />BACKGROUND <br />The City Council by M.O. 06-213 last authorized a sole source agreement for <br />$66,450.00 with ITT Industries on November 13. 2006. During Fiscal Year 2006-2007, <br />Public Works Services deferred some work under the agreement to Fiscal Year 2007- <br />2008. ITT Industries completed the balance of the work in April 2008. The firm <br />presented a report and presentation on the condition of system pumps to Public Works <br />Services staff on May 6. 2008, and outlined next steps for the coming fiscal year. <br /> <br />Staff proposes that the City Council authorize a sole source agreement for Fiscal Year <br />2008-2009. The ITT Fairfield office is the Western Regional Offices of USA ITT Flygt <br />Corporation of Trumbull, Connecticut, a wholly owned subsidiary of ITT Flygt of <br />Sweden. The firm is the manufacturer and distributor of the City's fleet of sanitary <br />sewer submersible pumps. The corporation's Fairfield office contains a full service <br />pump maintenance and repair facility. <br /> <br />Over several years, Public Works Services standardized the City's fleet of sewer pumps <br />to the ITT Flygt submersible pumps. These pumps have proven to be the most durable <br />and reliable pumps for the City's sewer system. A standardized system allows the City <br />to maintain a small, dedicated inventory of parts for the pumps, rather than stocking <br />parts for a variety of pump manufacturers, and it allows the system utility specialist to be <br />familiar with the workings and unique characteristics of these pumps. Contracting with <br />the manufacturer ensures knowledgeable service, and readily available parts and <br />pumps, when needed. <br /> <br />A brief background history by fiscal year of the City's experience with the competitive <br />bidding process for repair services for the sanitary sewer system pumps is contained in <br />Attachment 1. While other firms can provide repair services for these pumps, they must <br />purchase exclusively from ITT Industries or their authorized distributor. There is no <br />appreciable cost or service performance benefit to the City derived from implementing <br />the competitive process for the sewer system pumps. In prior years, only one other <br />vendor has provided pump repair service for the system's Flygt pumps; and there were <br />frequent troublesome service delays and long lag time between when a pump was <br />pulled and returned to service. <br />
