This is a financial incentive which aims to <br />channel a percentage of the property tax paid by contracted property owners toward the <br />historic rehabilitation and maintenance of their resource (owner.occupied or rental). <br />Once approved, Mills Acts allow a contracted property owner and the City to establish a <br />program for the implementation of exterior physical improvements to be made to their <br />historic resources according to a specific timeline. The contracts run for a minimum of <br />10 years and are renewed automatically every year. The improvements must be done in <br />compliance with State historic rehabilitation standards. <br /> <br />According to Redwood City's Historic Preservation Ordinance, properties which qualify <br />as designated historic resources located within historic districts, Le. those which <br />"contribute" to the historic character of the district (as opposed to "non-contributing" <br />structures which do not meet the Ordinance's criteria to be considered as historic <br />resources) and designated historic landmarks are the only properties which are <br />eligible for consideration for Mills Act Contract Agreements. The City has already <br />approved 10 contracts out of a total 90 eligible properties. Six additional historically- <br />designated properties would not benefit from a property tax incentive because they are <br />either government-owned or have non-profit status (Related Documents in City Clerk's <br />Office). <br /> <br />The two parcels located on Hopkins Avenue are part of the Mezesville Historic <br />Residential District which was designated by the City Council on May 8, 2005 and are <br />two of 24 eligible properties identified as "contributing structures" within that district. The <br />parcels located at 1405 Middlefield Road and 418 Stambaugh Street are two of the 51 <br />properties which were identified as "contributing structures" to the Stambaugh-Heller <br />Historic Residential District which was designated on June 5, 1989, (Related <br />Documents in City Clerk's Office). <br />
