August 21, 2008 I. SUMMARY OF PROPOSAL Hargis & Associates proposes to develop and administer job-related, content-valid examinations for the classifications of Fire Captain and Battalion Chief for the City of Redwood City. This work will fully comply with the Federal Uniform Guidelines for Employee Selection Procedures. Job Analvses . We will develop an updated job analysis for each position. This work will directly lead to development of content-valid examinations. Emphasis will be placed on establishing current work tasks, KSAs required for successful performance, and appropriate linkages between tasks and KSAs. We will determine focus areas for the Captain and Battalion Chief exams and establish KSA weights. We will develop summary job analysis reports. Assessment Centers . We will place an extreme emphasis on test security. All work will be performed with the help of2-3 subject matter experts (SMEs) from the Redwood City Fire Department (RCFD). . We will work closely with the RCFD and the City of Redwood City Human Resources Department to design exercises and facilitate test administration. We will adhere to the recommended exam timelines and minimize staff time commitments. Consistency with City of Redwood City testing requirements and civil service regulations will be ensured. With the input of SMEs, we will develop customized exams for the Department with unique content that test for critical skills required of Redwood City Captains and Battalion Chiefs. . We will develop assessment centers with a series of oral/practical and written exercises which measure KSAs required for effective Captain and Battalion Chief job performance. At a minimum, four or five exercises will be developed for each test, including an emergency simulation, a structured oral exercise, one or two role play exercises, and one or two written exercises.
