<br />August 21, 2008 <br /> <br />I. SUMMARY OF PROPOSAL <br /> <br />Hargis & Associates proposes to develop and administer job-related, content-valid <br />examinations for the classifications of Fire Captain and Battalion Chief for the City of <br />Redwood City. This work will fully comply with the Federal Uniform Guidelines for <br />Employee Selection Procedures. <br /> <br />Job Analvses <br /> <br />. We will develop an updated job analysis for each position. This work will directly <br />lead to development of content-valid examinations. Emphasis will be placed on <br />establishing current work tasks, KSAs required for successful performance, and <br />appropriate linkages between tasks and KSAs. We will determine focus areas for the <br />Captain and Battalion Chief exams and establish KSA weights. We will develop <br />summary job analysis reports. <br /> <br />Assessment Centers <br /> <br />. We will place an extreme emphasis on test security. All work will be performed with <br />the help of2-3 subject matter experts (SMEs) from the Redwood City Fire <br />Department (RCFD). <br /> <br />. We will work closely with the RCFD and the City of Redwood City Human <br />Resources Department to design exercises and facilitate test administration. We will <br />adhere to the recommended exam timelines and minimize staff time commitments. <br />Consistency with City of Redwood City testing requirements and civil service <br />regulations will be ensured. With the input of SMEs, we will develop customized <br />exams for the Department with unique content that test for critical skills required of <br />Redwood City Captains and Battalion Chiefs. <br /> <br />. We will develop assessment centers with a series of oral/practical and written <br />exercises which measure KSAs required for effective Captain and Battalion Chief job <br />performance. At a minimum, four or five exercises will be developed for each test, <br />including an emergency simulation, a structured oral exercise, one or two role play <br />exercises, and one or two written exercises.
