REPORT 78 ge 1 December 8, 2008 INFORMATIONAL ONLY SUBJECT Pilot Street Cleaning Program Progress Report BACKGROUND On June 9, 2008, City Council adopted Section 20.93 to Article VII of Chapter 20, Motor Vehicles and Traffic of the City Municipal Code, which added language to permit posting of signs and enforcement of parking restrictions during specific hours for street cleaning. The City Council also authorized the start of the Pilot Street Cleaning Program, which began on August 28, 2008 on sections of the streets identified below: . On Douglas Avenue (within City jurisdiction) between Spring Street and Middlefield Road on the last Friday of each month, holidays excepted . On Marshall Street from Chestnut Street to Maple Street on the last Thursday (west side of street) and Friday (east side of street) of each month, holidays excepted The City Council requested a progress report on the first three months of operation that includes staff observations on the City Council's areas of interest. A short summary of each follows: Staffing level (Operations Only) In this first three months of operation, the Public Works Services Department {PWS} and the Police Department (PO) used existing staff resources to implement the pilot program. The City's only sweeper operator performs the pilot program operations prior to starting the regularly scheduled neighborhood street cleaning program. The Police Department (PO) assigned the pilot program enforcement to the workload of its existing Community Services Officers (CSO) staff. Generally, the staffing level is as follows: . One Sweeper Operator (anticipate need to use a second operator from the storm drains maintenance staff to perform pilot program) . One CSO assisted by additional personnel, as needed, at the discretion of PO (additional staffing was needed) . Two Managers (Supervisor & Superintendent): to monitor, record data, take pictures, interact with residents, as needed Hours of Operation I restrictions Marshall Street (West) on Thursday - CSO begins ticketing between 7:05am - 7:15am and finishes (depending on the number of cars) in 15 to 20 minutes. The sweeper operator will delay his start to allow the CSO to complete work. Generally, sweeping begins between approximately 7: 15am and 7:30am and finishes at approximately 7:40 or 7:50am.
