<br />78 <br />Marshall Street (East) and Douglas Avenue on Friday - CSO begins ticketing on Marshaf'age 2 <br />Street between 7:05am and 7:15am moving to Douglas Street by approx. 7:40am I <br />7:45am. Usually City completes the wor1<: between 7:00am and 8:40am. <br /> <br />Effectiveness of Ticketing <br />The initial pilot period is too short a timeframe for conclusively measuring the effectiveness <br />of ticketing as a deterrent to parking. At the beginning of the Pilot Program in August <br />2008, the City sent several public notices to businesses and residents in the affected <br />areas, including mailing flyers in English and Spanish, as well as public announcements. <br />In September and October, the City relied strictly on the sign-posted parking restrictions <br />and the citation count rose on the commercial-side of Marshall Street (west-side). Further, <br />there was a higher volume of parked cars on Douglas Avenue in October 2008 than was <br />encountered in the prior two months. The rainy weather and darkness (daylight savings <br />time was still in effect) may have contributed to the failure to heed the signs. <br /> <br />Impact on Adjacent or surrounding streets <br />There is no evidence of an adverse impact on adjacent and surrounding streets. There <br />are several parking lots along Marshall Street, connected to residential, medical and <br />commercial office buildings. Residents along Douglas Avenue are accustomed to moving <br />for the County's parking enforced street cleaning. Most residents moved vehicles into <br />driveways, on County streets, or simply moved for the sweeper and returned to the curb <br />after it passed. <br /> <br />Visual Impacts (before & after conditions) <br />Generally, both Marshall Street and Douglas Avenue are cleaner streets. At each <br />cleaning, particularly along Marshall Street (west), parked cars continue to present a <br />problem obstructing sweeper access to the curb and gutter. Often, trash and litter <br />accumulated around these vehicles. Exhibit 1 of the Attachment 1 to this report contains <br />before and after pictures showing pre- and post-sweeping conditions along Marshall Street <br />and Douglas Avenue. <br /> <br />Staffs general observations about the success and the challenges of the pilot program in <br />the first three-months are: <br />. This can only be successful and sustainable with the support of and coordination with <br />the Police Department (PO). <br />. A review of staff I personnel constraints for PO and PWS is necessary before additional <br />streets or areas are added to the program <br />. Both streets are noticeably cleaner and the sweeping is extremely effective <br />. Some residents on Douglas Avenue readily help by preparing for the sweeper's arrival, <br />i.e. trimming back overhanging vegetation in planting strips, moving trash cans from the <br />gutter. <br />. Staff received several words of appreciation on both streets from residents and <br />businesses. <br />. Staff also noticed other problems, e.g. sidewalk repair needs, shopping carts, and tree <br />pruning issues. <br />. Staff anticipates better cooperation from the adjacent apartment complexes on <br />Marshall Street (east) and the residents on Douglas Avenue. <br />. At both ends of Douglas Avenue, commercial businesses appear to be the primary <br />source of most of the trash accumulation in the street. <br />. Marshall Street (west) on the commercial side continues to be problematic, with parked <br />and suspected abandoned cars. Customers of the nearby convenience store at <br />
