<br />7d'- 4- <br /> <br />ATTACHMENT 1 <br /> <br />PILOT STREET CLEANING PROGRAM <br />THREE-MONTH PROGRESS REPORT (AUGUST TO OCTOBER, 2008) <br />POST -SIGN PARKING AND ENFORCEMENT ON MARSHALL ST & DOUGLAS AVE <br /> <br />PURPOSE <br />The following report covers the first three months (August 2008 through October 2008) of <br />implementation of the Street Cleaning Pilot Program. <br /> <br />BACKGROUND <br />On June 9, 2008, City Council authorized the Street Cleaning Pilot Program on Marshall <br />Street and Douglas Ave, two streets with a known history of cleaning deficiencies, resident <br />complaints and concerns. The streets were chosen to test the viability of sign-posting to <br />enforce parking restrictions speCific to street cleaning. <br /> <br />a. Within City jurisdiction - Douglas Avenue from Spring Street to Middlefield Road <br />between the hours of 7:00 a.m. and 12:00 noon on the last Friday of each month, <br />holidays excepted <br /> <br />b. On Marshall Street from Chestnut Street to Maple Street between the hours of 7:00 <br />a.m. and 12:00 noon on the last Thursday and Friday of each month, holidays excepted <br /> <br />The Pilot Program was initiated on Thursday, August 28, 2008 on Marshall Street (west- <br />side) <br /> <br />At the June 9, 2008 Council meeting, council members directed staff to report on the <br />following areas <br /> <br />CITY COUNCIL INFORMATION REQUEST <br /> <br />l. Staffina level lOoerations onlv) <br />1 - Sweeper Operator <br />1 - Community Services Officer - assisted by additional personnel at PD discretion <br />2 - Managers (Supervisor & Superintendent): to monitor, record and take pictures <br /> <br />II. Actual Hours of ooeration/restrictions <br />. Marshall Street (West) on Thursday - CSO begins ticketing between 7:05 AM - 7: 15 <br />AM and finishes (depending on # of cars) in 15 to 20 minutes. The sweeper operator <br />will delay his start to allow the CSO to complete work. Sweeping began between <br />approximately 7:15 AM and 7:30 AM and finishes at approximately 7:40 or 7:50 AM <br /> <br />. Marshall Street (East) and Douglas Ave on Friday - CSO begins ticketing on Marshall <br />Street between 7:05 AM and 7:15 AM moving to Douglas Street by approx. 7:40 AM I <br />7:45 AM. All Friday work tends to be completed between 7:00 AM and 8:40 AM <br /> <br />III. Effectiveness of ticketina <br />The initial 3-month period is too short a timeframe for measuring the effectiveness of <br />ticketing to deter parking during the restricted hours. At the beginning of the Pilot <br />Program in August 2008, the City sent out several public notices to businesses and <br />residents in the affected areas, including mailing flyers in English and Spanish and public <br /> <br />1 <br />
