In September and October, the City relied strictly on the sign-posted <br />parking restrictions and the citation count rose on the commercial-side of Marshall Street <br />(west-side). Also, there was a higher volume of parked cars on Douglas Ave in October <br />2008 than was encountered in the prior two months. <br /> <br />The following is the Police Department observations about practically assessing the <br />effectiveness of ticketing: <br /> <br />"It does take time for people to "get it", whenever we start a new program with regard to no <br />parking and fines. At least a 6-month minimum would give you a better idea of the effectiveness <br />of this new program. We do not normally target a specific time-period for enforcement, we usually <br />send out a notification of intent to change something (Le. we will start issuing citations for no <br />parking or no For Sale signs) and then just watch (gradually) as the citations begin to diminish. If <br />we do not notice much change we usually increase the frequency of citing to drive the point <br />home." <br /> <br />IV. Impact on adiacent or surroundinq streets: <br />There is no evidence of an adverse impact on adjacent and surrounding streets. There <br />are several parking lots along Marshall Street, connected to residential, medical and <br />commercial office buildings. Residents along Douglas Ave are accustomed to moving for <br />the County's parking enforced street cleaning. <br /> <br />V.
