The City Attorney stressed that the countermeasure focuses on the Cargill lands. He stated <br /> that issue would be resolved under the proposed countermeasure and that no ambiguities <br /> would then exist. The outside attorney for the City stated that before changing any <br /> language regarding the conditional uses, there would have to be a full explanation of what <br /> this would mean beyond the generic zoning language. He stated they would bring back to <br /> Council more information on the land use and zoning issues. The City Attorney stated also <br /> that if what is being proposed in the countermeasure will not hold up legally, they would <br /> come up with a more refined countermeasure which would attempt to cover all of Council's <br /> expressed issues. <br /> The Vice Mayor asked questions about voter ratification and any changes that need be <br /> made to the General Plan. Council gave suggestions on the rewording of key aspects of <br /> the countermeasure for the City Attorney and staff to consider. Council stated that the <br /> proposed initiative measure language would go on the ballot as is, and the City Attorney <br /> reiterated the Council could not edit or modify this. He stated Council can continue to draft <br /> its countermeasure, however Council stated its offer was still open to working with the <br /> proponents on a shared measure. <br /> M/S Pierce/Vice Mayor Howard to extend the meeting to 11:15 p.m. The motion carried <br /> by unanimous voice vote with two Council Members absent (Aguirre and Ira). <br /> 8. PUBLIC HEARING <br /> A. Fiscal Year 2008/09 Budget. <br /> 1) Staff Report; Brian Ponty presented the recommended 2008/09 Budget for <br /> formal adoption. The new budget proposal reflects Council's requests and <br /> changes. He addressed current risks to the General Fund and encouraged staff <br /> to be vigilant in any areas of risk to the General Fund. (501) <br /> Recommendation: <br /> RESOLUTION NO. 14878 OF THE CITY OF REDWOOD CITY ADOPTING THE FINAL <br /> BUDGET OF THE CITY OF REDWOOD CITY FOR FISCAL YEAR JULY 1, 2008 — <br /> JUNE 30, 2009; PROVIDING FOR THE APPROPRIATION AND EXPENDITURE OF <br /> ALL SUMS SET FORTH IN SAID BUDGET; PROVIDING FOR EMERGENCY <br /> EXPENDITURES, TRANSFERS, ADDITIONAL APPROPRIATIONS, <br /> CANCELLATIONS, AND REAPPROPRIATIONS OF EXISTING APPROPRIATIONS; <br /> ADOPTING THE BUDGET FOR GENERAL IMPROVEMENT DISTRICT NO. 1-64 FOR <br /> FISCAL YEAR JULY 7, 2008 — JUNE 30, 2009; AND MAKING PROVISION FOR <br /> INTERIM EXPENDITURES AS OF JULY 1, 2008 <br /> Brian Ponty, Finance Director, made himself available to answer any questions.
