<br />6.10 <br />Page 1 <br /> <br />REPORT <br /> <br />. . . <br />. .. - .. . <br />To theHonorableM.Y9r~flt'l(l~'<;9~ij9i1 <br />FromtheCi ' Mana.': .e....r <br />.. . . <br /> <br />December 15, 2008 <br /> <br />SUBJECT <br />Approve contract documents and reject all bids - Jefferson Avenue/Clinton Street <br />Crosswalk Flashing Beacon System <br /> <br />RECOMMENDATION <br />Approve, by motion: <br />a. the contract documents for the Jefferson Avenue/Clinton Street Crosswalk Flashing <br />Beacon System, <br />b. authorize staff to reject all bids and return all bid bonds for this project received from <br />the public bidding of this project on October 29,2008, and, <br />c. approve the informal bidding of this project. <br /> <br />BACKGROUND <br />The Jefferson Avenue I Clinton Street Crosswalk Flashing Beacon System is part of the <br />City's Pedestrian Crosswalk Warning Light Program. This project is designed to <br />improve pedestrian crossings at an uncontrolled school zone crosswalk on Jefferson <br />Avenue at Clinton Street. <br /> <br />The intersection of Jefferson Avenue and Clinton Street is crossed by a significant <br />number of pedestrians throughout the day. A pedestrian count conducted earlier this <br />year counted approximately 200 pedestrians crossing Jefferson Avenue at Clinton <br />Street during the periods of 7-9 am and 2-4 pm combined. Many of these pedestrians <br />are students at nearby McKinley School and other schools in the area, and patrons of a <br />daycare center located near the intersection. Jefferson Avenue is classified as an <br />arterial roadway with a traffic volume of approximately 20,000 vehicles per day, and has <br />an 85th percentile speed of 38 MPH (posted speed limit is 30 MPH). <br /> <br />Staff has received requests from area residents and school patrons to help calm traffic <br />and improve pedestrian crossings at this location.. Staff is proposing the following <br />improvements: <br />. Install a pedestrian-activated flashing beacon system at the existing crosswalk on <br />Jefferson Avenue, east side of Clinton Street <br />. Install appropriate school zone warning signage <br />. Install new street lights <br />. Install concrete corner bulb outs to shorten the pedestrian crossing distance. <br /> <br />The recent public bidding of this project was unsuccessful. Low bids received from <br />Steiny and Company and Wingard Engineering contained incomplete bid schedules. <br />The City Attorney has determined these defects to be substantive and not waivable; <br />therefore, the low bids are non-responsive. Staff recommends that Council reject all <br />bids and direct the return of all bid bonds as a result of these defects. <br />
