Approve, by motion, the recommended name of "Climate Best Express" for the
shuttle providing Mid-day Community Shuttle Service
2. Approve and authorize, by motion, funding for Year 2 of the Community Shuttle
Service Pilot Program

BACKGROUND
On behalf of the City of Redwood City, Vice Mayor Diane Howard serves as the Chair of
the Peninsula Traffic Congestion Relief Alliance (the Alliance), which is San Mateo
County's Transportation Demand Management Agency. The Alliance's mission is to
reduce the number of single occupant vehicles traveling into and through San Mateo
County and to reduce vehicle emissions resulting in improved air quality.

Part of the Alliance's Work Plan is to assist cities with the study and implementation of
commute alternative programs to reduce traffic congestion. These programs are based
upon the city's specific transportation needs. To evaluate commute alternative needs
for the City of Redwood City, Vice Mayor Howard engaged the Alliance to bring together
a group of Redwood City staff persons and citizen's stakeholder group. Input from
SamTrans was also solicited to determine how best to implement a commute and
community shuttle service in the City of Redwood City.

Update on Phase 1 - Commuter Route
On April 24, 2006, City Council approved continued effort on plans for the Community
Shuttle Service Pilot Program (commuter/peak hours and community/mid-day shuttle
service program, collectively, the "Program"). Council also gave approval for the
Alliance and SamTrans to apply for grant funding on behalf of the City of Redwood City
to help offset the operational costs of the shuttle service. Council also requested that
once the Shuttle Service Pilot Program Plan is completed, that it be brought back to City
Council for approval.

At the January 8, 2007 City Council meeting, the Council approved the proposed
commuter shuttle route developed by The Alliance, with assistance from SamTrans and
feedback from the shuttle stakeholder group. This program serves employers who have
indicated that they will financially contribute to the shuttle operating costs as their
employees are interested in riding the shuttle from the Redwood City Caltrain station to
their worksites. Employers currently participating in the Commuter Shuttle (the
commuter/peak hours component of the Program) are Genentech, Inc., Stanford
Hospital and Clinics, Summit Preparatory Charter High School (staff) and the City of
