7A

Redwood City. The Pacific Graduate School of Psychology is ending their participation Page 2
in the program as of the end of the calendar year.

Ridership has been steadily increasing and the data has been summarized in
Attachment A.

Update on Phase II - New Community Shuttle
On March 10, 2008 City Council approved the proposed community/mid-day shuttle
route developed by The Alliance, with assistance from SamTrans and feedback from
the shuttle stakeholder group. This on-demand service is a door-to-door service for
riders who call a phone number in advance to schedule a pick-up. Voicemail messages
are in both English and Spanish and the driver confirms pick-up with the riders. This
service operates Tuesday through Saturday from 10 am to 5 pm.

Service Area: The service is primarily utilizing "Lifeline" funding from the Metropolitan
Transportation Commission. This grant intends to serve seniors and individuals unable
to drive themselves and allows transportation to doctor's appointments, etc. The initial
service area is focused in the general designated "Lifeline" boundary in eastern
Redwood City. The approximate boundary includes Whipple Avenue to the north, US
101 to the east, Woodside Road to the south and EI Camino Real to the west and
includes the neighborhoods of Friendly Acres, Redwood Village, and Fair Oaks. In
addition to this service zone, riders receive service tolfrom two stop locations outside
the service zone. These two stops are the Veteran's Senior Center and the Woodside
Plaza.

Ridership has been strong and the data has been summarized in Attachment B.

Service Promotion: The service was promoted in a variety of ways, including a ribbon
cutting ceremony held on June 20, 2008 at the Fair Oaks Community Center. In
addition, a contest was held to allow the Redwood City community to "name the bus."
Individuals interested in participating had the opportunity to choose from a list of names
or provide an idea for a name for the new community shuttle. They voted for the name
either online at the Alliance's website or by providing a printed vote at the Fair Oaks
Community Center, Veteran's Memorial Senior Center or at City Hall.

The top three names chosen include: "Go RWC," "RWC EZ Rider," and "Climate Best
Express." The shuttle stakeholder group recommends "Climate Best Express" utilizing
the City of Redwood City arch that includes the City's slogan, "Climate Best by
Government Test." A graphic illustration utilizing the City's arch with the suggested
shuttle name, "Climate Best Express" is illustrated in Attachment C.

AL TERNATlVES
1. Council may propose that the stakeholder group reevaluate the name choice for
the community shuttle and direct staff to modify accordingly.
2. Council may choose not to approve and authorize funding for Year 2 of the
Community Shuttle Service Pilot Program

FISCAL IMPACT
Total operational costs for the Community Shuttle Service Pilot Program to operate the
commuter (peak hours) and community shuttle service (mid-day) for the second year of
service is $207,000.
