<br />EXHIBIT A <br /> <br />ATTACHMENT "A" <br />Downtown precise Plan Phase II consultation by Circa: Historic Property Development <br /> <br />Detailed Scope of Work for Downtown Precise Plan respondinq to CEQA Challenqe: <br /> <br />The following tasks have been outlined to provide specific input for the contract <br />proposal by "Circa: Historic Property Development" (Circa). The tasks listed below <br />have been outlined by City staff to clarify the City's need and intent in the response <br />to the legal CEQA-related challenge to the Downtown Precise Plan (DPP). It is <br />anticipated by staff that Circa may reorganize the contents below and modify the <br />tasks according to a different format. <br /> <br />. Task 1 - Research and Documentation: Confirm the historic inventory both <br />individual properties and districts. Identify each resource according to the <br />following suggested tiers: <br /> <br />1) National Register Listed or Eligible, State Landmarks; <br />2) Local Landmarks and Contributing Structures to Historic Districts; <br />3) Local Inventory, Potential Resources. <br />4) Properties adjacent to and/or affecting resources. <br /> <br />This inventory will include all resources and districts within the plan area as well as <br />those within a one block "zone of sensitivity" around the plan boundary. Circa is to <br />review the City's DPR forms or evaluation reports for each resource and district, <br />update if deemed inadequate, and prepare new DPR forms (primary record only) for <br />potential resources that have not been previously studied, as needed. This work will <br />include new research and a brief analysis of the properties in the expansion zone. <br />Circa may decide to set a limit on the number of DPR's or Building Structure Reports <br />(BSO's) as part of the scope. Previously, Circa conducted a pier review of a historic <br />analysis (report prepared by Carey and Co.) regarding the resources affected by the <br />proposed DPP. Circa also conducted a windshield survey of the subject resources <br />as well as a review of the context (s) of entire plan area. It is anticipated that limited <br />additional field work will be required to confirm the property evaluations and related <br />context as well as adjacent properties affected. All field work will need to be fully <br />documented and integrated (as attachments or appendices) in the technical <br />memorandum (see below). <br /> <br />. Task 2 - Case Studies of City's Historic Preservation Work and evaluation <br />process: Utilize actual/real examples to illustrate how the process has been <br />satisfactorily applied in Redwood City for properties at the proposed historic <br />levels/tiers (noted above). Examples may include the Main Library (adaptive re- <br />use of historic fie station); Fitzpatrick Building; Courthouse Fac;ade Restoration <br />and Courthouse Square; as well as non-contributors to historic districts such as <br />the "Berkeley Extension Building"; active work for expanding the Main Street <br />Historic District; active work acquiring sites for moving "orphaned" historic <br />homes/structures.
