<br />that might need to get relocated or demolished. Identify and address resources <br />that are located adjacent to the DPP area. Circa is to assist staff in the crafting of <br />an evaluation process for projects affecting historic properties (per typologies) as <br />well as projects located adjacent to historic resources using the Secretary of <br />Interior Standards and other applicable standards used by certified historians <br />(see below). Circa will also assist staff in determining appropriate revisions to the <br />historical resource preservation/review section of the DPP in order to provide <br />clarity and conservativeness on the protection of resources. <br /> <br />. Task 3 - Technical Memorandum: Prepare a report suitable for inclusion as an <br />appendix to the Supplemental EIR being prepared by Wagstaff and Associates. <br />This work will require close coordination with City staff and other consultants <br />working on this section of the DPP. The memorandum is expected to respond to <br />the concerns brought about by the court's legal determination and concerns <br />regarding the historic evaluation of properties in and proximate to the Downtown <br />Precise Plan area. The memorandum will discuss the plan's previous and <br />proposed evaluation process for historic resources and will ultimately clarify why <br />the proposed evaluation is adequate and complete with respect to State, local <br />and related standards, as applicable; Six different scenarios are proposed: <br />o Tier 1 Resource <br />o Tier 1 Adjacent <br />o Tier 2 Resources <br />o Tier 2 Adjacent <br />o Tier 3 Resources <br />o Tier 3 Adjacent <br /> <br />Districts may be discussed separately or in combination with the above six <br />scenarios. Proposed modifications to the plan and process or requirements for <br />historic resources are being developed by staff. The technical memorandum will <br />include an analysis of the revisions showing compliance to the judgment as well <br />as to applicable sections of the Secretary of Interior's Standards. <br /> <br />. Task4- <br />Meeting attendance to at least three public hearings is anticipated as part of this <br />contract: Historic Resources Advisory Committee, Planning Commission, and <br />City Council. Attendance of a "kick off" meeting with all of the consultants and <br />staff as well as three follow up meetings should also be included in the scope. <br />Time and materials estimates should be made for document preparation and <br />distribution. <br />
