Authorize the City Clerk to enter into a Service Agreement for the provision of <br /> election services with the San Mateo County Chief Elections Officer to conduct <br /> a special election for the City of Redwood City. <br /> 4. Direct the City Clerk to provide all election notices required by law and file the <br /> resolutions with the County of San Mateo. <br /> Public Comment: <br /> Gita Dev, with the Sierra Club, stated that she was also a signature gatherer, spoke <br /> against development on the Cargill site. She appreciated that the Council has taken all <br /> comments into consideration, but she felt that they were not fully reflected in the proposed <br /> countermeasure, and that in fact it was legally challengeable, and opined that therefore <br /> the proposed amendment was still the strongest measure. <br /> Cynthia Denny (with time ceded by Tim Martin), member of the Sierra Club, reiterated last <br /> meeting's comments in their endorsement of the initiative amendment and asked for its <br /> placement on the November ballot. She stated the countermeasure, if adopted, would <br /> likely be legally challenged and leaves the open space areas in continued jeopardy. She <br /> stated they appreciated Council's work and interest but were still in support of the <br /> proposed initiative. <br /> Mark Fassett spoke on the fact that he is one of the residents affected by the proposed <br /> amendment along with his neighbors. He stated there was no time left to change the <br /> language of the initiative itself, and he thanked Council for coming up with a <br /> countermeasure. He stated that with the proposed initiative and the now countermeasure, <br /> community members were still stuck in the middle. He stressed the need for the two sides <br /> to come up with an initiative that would benefit all residents of Redwood City. <br /> Mariane Raymond, a member of the Sierra Club, was also in support of the initiative <br /> amendment. She stated the City's countermeasure is confusing and weak in areas that <br /> would result in lesser protection of the bay lands and the initiative was the more solid <br /> alternative. She opined that the two-thirds voting process was fair. <br /> Judy Serebrin stated continued support for the initiative and believed there were no <br /> unintended consequences. She stated the vote will not stop residents from doing what is <br /> legally allowed and only affects the park lands and their usage and development. She <br /> asked that the vote initiative be placed on the November ballot. <br /> David Smith stated he was happy that a countermeasure was introduced to offset what is <br /> being said in the charter amendment, and the unintended consequences.
