<br />would look like, and hoped the District would work with the community on what their <br />ongoing processes might be like in the future of this project and its phases, and also that <br />the City staff be involved with the traffic and circulation studies. <br /> <br />The Vice Mayor asked about the projects' two additional phases, and asked if there were <br />exemptions involved. Dr. Gemma stated exemptions have only been filed on the phase <br />one project, and not on any upcoming projects. He stated if the project were done all as <br />one piece, they would qualify for the exemptions, and that breaking the project up in <br />phases had more to do with the timing of each specific part of the project. The Vice Mayor <br />offered suggestions on how to keep the process open. Dr. Gemma stated the main <br />problem to solve was finding ways to give notice to the neighbors, in order that they feel <br />motivated to come to the meetings early on, and that the District would be very open to the <br />City's help and advice in these areas. <br /> <br />Council asked for clarification on the existing entrances and exits, the revised plan, and <br />also the net increases. Dr. Gemma stated, with regard to net increases that in some cases <br />there are increases for staff parking getting cars off the street. Dr. Gemma gave his first <br />guesses on what the circulation studies would be looking at, including the ins and outs of <br />the parking areas, onto which street, etc. Council suggested putting up signage reminding <br />drivers entering the street that they were entering a residential area. Mr. Gemma stated he <br />would also be meeting with the student body at the high school regarding some of the <br />stories he had heard from community. <br /> <br />Council spoke to its history of partnerships with the School District and elaborated on the <br />scope of this current partnership. Council stated that it seems the School District is legally <br />correct in its actions, especially after hearing Dr. Gemma's overview of the exception <br />issues, etc. but also asked the City Attorney for advice on this. Council believed the staff <br />should be involved beyond the circulation study, on into subsequent phases, to help in <br />discussing further impacts and/or offering options or advice. Council suggested that the <br />District look at garbage issues in the school area, since this was also brought up in the <br />discussion. <br /> <br />Council took a 5-minute break at 9:15 p.m. The meeting resumed at 9:20 pm. <br /> <br />B. Initiation of General Plan and Zoning Map Amendments and Precise Plan for the <br />"Stanford in Redwood City" Campus Proposal. <br /> <br />Senior Planner, Maureen Riordan, shared a presentation regarding the Precise Plan. It <br />covered maps, the project background, the amendments suggested to the General Plan, <br />project proposals and activities in building and/or demolition, environmental impacts, traffic <br />impacts, etc. She also shared the timing of future meetings and planning sessions. <br /> <br />Council asked for thoughts on expansions of Spinas Park.
