<br />EXHIBIT "A" <br />SCOPE OF SERVICES <br /> <br />1. Purpose <br />The purpose of this scope of services is to provide the City of Redwood City (City) <br />Planning Division with professional consulting services related to the California <br />Environmental Quality Act (CEQA). There are three tasks under this scope: 1) CEQA <br />training for Redwood City Planning Commission, 2) on-call CEQA support for the City's <br />new General Plan, and 3) general on-call CEQA support for City staff as issues arise. <br />The City has requested that Valerie J. Young, AICP (Consultant) provide these CEQA <br />support services. Ms. Young is a sole proprietor will report to the City's Planning <br />Manager or designee and will not have any subconsultants. Following is a description of <br />the anticipated scope of services to be performed and the proposed budget. <br /> <br />2. Scope of Services <br /> <br />TASK 1. CEQA Training for Redwood City Planning Commission <br /> <br />This task consists of preparing for and conducting a 2-hour CEQA training session for <br />the Redwood City Planning Commission. It is anticipated that the training session will be <br />conducted during a regularly scheduled or special meeting of the Planning Commission <br />and that Planning Division staff will prepare the agenda and meeting notice. This task <br />makes the following assumptions: <br /> <br />. Consultant will prepare a PowerPoint presentation for the training session. <br />The presentation will be provided to Planning staff in admin draft, final draft, <br />and final format. Planning staff will be responsible for loading the final file on <br />the City's computer system for presentation at the Planning Commission <br />meeting. <br />. The CEQA training will provide a basic overview of CEQA, focusing on <br />Redwood City's history and approach to CEQA compliance, and the CEQA <br />approach for the upcoming General Plan. The examples used in the training <br />will be from Redwood City projects. The presentation will also cover the <br />City's approach to mitigation monitoring requirements. <br />. Consultant will develop handouts for the Planning Commission in consultation <br />with Planning staff. The handouts will be copied and produced by Planning <br />staff either for distribution at the training session or in advance in the <br />Commission's packet. <br />. Communication between Consultant and Planning staff for this task will be <br />conducted via e-mail and telephone. No meetings beyond the Planning <br />Commission meeting are anticipated. <br /> <br />TASK 2. On-Call General Plan CEQA Support <br /> <br />This task consists of providing on-call support to the Planning Division related to the <br />CEQA documentation for the City's new General Plan, which is currently in preparation. <br />The City has a separate consulting contract for the General Plan and its CEQA <br />documentation; thus, this task does not include preparation of CEQA documents for the <br />General Plan nor other tasks that are included in the separate consulting contract.
