I am pleased to submit this <br />proposal to continue that role as a consultant under contract directly with the City of Redwood City. <br /> <br />Project Understanding <br /> <br />The City of Redwood City received an application for a Planned Development Permit, Vesting Tentative <br />Subdivision Map, and Cordilleras Creek Setback Use Permit to redevelop three properties located 50, 80, <br />and 88 Finger Avenue in Redwood City. The applicant is proposing to demolish all existing site <br />improvements (one single-family, detached residential unit on each of the three lots, along with a total of <br />three cottage-type units and several additional structures), re-subdivide the project site into nine lots, and <br />develop each of the lots with a single family detached residential unit. The site design includes a private <br />loop street that would intersect Finger Avenue at two locations and provide for access to each of the <br />proposed nine lots, off-street parking, and related improvements. <br /> <br />The project applications were initially filed in 2006. The project has been found complete and Impact <br />Sciences is currently preparing an Initial Study I Mitigated Negative Declaration (IS/MND) for the City. <br />The tentative schedule is to release the IS I MND shortly for public review and comment and to hold a <br />Planning Commission public hearing on the IS I MND and project merits on January 13, 2009. <br /> <br />Because of the length of the project review process, and project issues, the initial consultant budget for <br />preparation of the IS/MND and project planner services has expended. The City is now requesting <br />additional funds from the applicant to provide funding for the completion of the environmental review <br />and entitlement public hearings for the project. To facilitate updating the consultant agreements for the <br />completion of the entitlement process, I am submitting this proposal to provide contract project planner <br />services under agreement directly with the City as of November 1, 2008. <br /> <br />Scope of Work <br /> <br />As an extension of City staff, I will serve as the lead for managing the processing of the Planned <br />Development Permit, Vesting Tentative Subdivision Map, and Cordilleras Creek Setback Use Permit. This <br />will include, but not be limited to, the following: <br /> <br />Task 1. Assist Impact Sciences in making revisions to the IS/MND as directed by City staff and <br />coordinate with Impact Sciences and City staff to complete the IS/MND for public review. Prepare the <br />proposed Mitigated Negative Declaration and public notice. City staff will be responsible for sending out <br />the public notice. Impact Sciences will send copies of the IS/MND to the State Clearinghouse and City <br />staff will be responsible for the distribution of the document to other interest parties and agencies, and for <br />placing copies in City libraries, and on the City's website. <br /> <br />Task 2. Draft staff report providing an evaluation of the project in the context of the City's General Plan, <br /> <br />~ <br />
