<br />i l ~ , <br /> <br /> <br />City of Redwood City, California <br />Response to Request for Proposal For <br />Overhead Cost Allocation Plan <br /> <br />III The addition of hypothetical service area information for future service <br />enhancements, and the ability to calculate the estimated costs of providing the <br />service under consideration. <br /> <br />II Produce a schedule of Billable Hourly rates for identified City positions. Rates will <br />include those that will allow a calculation of costs that will drive the comprehensive <br />schedule of user fees and the cost allocation to the City's utilities. <br /> <br />II A cost allocation plan that is rigorous and defensible, conforming to all State of <br />California and Federal guidelines, statutes, Constitutional provisions including but <br />not limited to the State Controller's Office Guidelines for Cost Claiming and OMB <br />Circular A-8? standards. <br /> <br />MGT also recognizes the City's additional requests for the following services: <br /> <br />II <br /> <br />Report on other matters that come to our attention in the course of our project <br />evaluation, and provide our best ideas and professional guidance for the City's <br />consideration. <br /> <br />III <br /> <br />Present the plan to the City's management group and make necessary adjustments <br />as requested. <br /> <br />III <br /> <br />If called upon to do so, prepare and deliver presentations to the City Council to <br />facilitate their understanding of the plan and its implications to the City. <br /> <br />II! <br /> <br />Provide the City with an electronic copy of the final cost allocation plan model, <br />including related schedules and cost documentation in Excel format that can be <br />edited and updated by City staff to accommodate changes in the organization or <br />changes in costs. <br /> <br />II <br /> <br />Prepare a final report and provide five bound copies, one unbound copy and a single <br />PDF file of the plan. <br /> <br />III <br /> <br />Consult with City staff should the need arise to defend the cost allocation plan as a <br />result of audits or other challenges. <br /> <br />MGT Provides J\1ore Than an Annual Cost Allocation Plan <br /> <br />MGT has an extensive national cost allocation plan client base, which includes California <br />agencies such as Riverside County, Orange County, San Mateo County; cities such as Santa Ana, <br />Anaheim, Modesto, Hayward and Sacramento; and large metropolitan transit districts such as <br />Los Angeles Metropolitan Transportation District (METRO) and San Francisco MUNI. MGT has <br />been engaged for cost allocation plan services by each of these agencies within the past 12 <br />months. In other words, these are active references, not stale references from years ago that <br />are routinely provided by other consulting firms. <br /> <br />These clients expect high level results and a consulting engagement that goes far beyond the <br />basic deliverable found in most RFPs.
